DECISION

APPROVING ELECTRICITY GENERATION PRICE BRACKET FOR WIND POWER PLANTS IN 2025

THE MINISTER OF INDUSTRY AND TRADE

Pursuant to the Law on Electricity dated November 30, 2024;

Pursuant to the Government’s Decree No. 40/2025/ND-CP dated February 26, 2025 on functions, tasks, powers and organizational structure of the Ministry of Industry and Trade of Vietnam;

Pursuant to the Circular No. 09/2025/TT-BCT dated February 01, 2025 of the Minister of Industry and Trade on applications, procedures, methods for determining and approving electricity generation price bracket; applications, procedures, methods for determining and approving electricity import price bracket;

Pursuant to the Circular No. 25/2025/TT-BCT dated May 13, 2025 of the Minister of Industry and Trade on amendments to Article 3 of the Circular No. 09/2025/TT-BCT dated February 01, 2025 of the Minister of Industry and Trade on applications, procedures, methods for determining and approving electricity generation price bracket; applications, procedures, methods for determining and approving electricity import price bracket;

At the request of the Vietnam Electricity at the Document No. 1771/EVN-TTD dated March 20, 2025 and the Document No. 3252/EVN-TTD dated May 23, 2025;

At the request of the Director General of Electricity Authority of Vietnam.

DECIDE:

Article 1. Approval for electricity generation price bracket for wind power plants in 2025

The maximum price (excluding VAT) of the electricity generation price bracket in 2025 for a onshore wind power plant or nearshore wind power plant specified in point a clause 2 Article 1 of the Circular No. 09/2025/TT-BCT dated February 01, 2025 of the Minister of Industry and Trade is regulated as follows:

Article 2. Implementation organization

According to the electricity generation price bracket specified in Article 1 of this Decision, Vietnam Electricity and the electricity generation unit shall sign a power purchase agreement in accordance with regulations of law on method of determining prices of electricity generation services issued by the Ministry of Industry and Trade.

Article 3. Implementation clauses

1. This Decision takes effect from the date on which it is signed.

2. The Chief of the Ministry Office, the Director of the Electricity Authority of Vietnam, the Director of Department of Legal Affairs, Heads of units affiliated to the Ministry, the General Director of the Vietnam Electricity and heads of relevant electricity generation units shall be responsible for the implementation of this Decision./.
