DECISION
APPROVING THE TRAINING PROJECT FOR HUMAN RESOURCES TO SERVE HIGH-TECH DEVELOPMENT FOR THE 2025 – 2035 PERIOD AND AN ORIENTATION TOWARDS 2045
THE PRIME MINISTER OF VIETNAM
Pursuant to the Law on Government Organization dated February 18, 2025;
Pursuant to the Law on Education dated June 14, 2019;
Pursuant to Law on Higher Education dated June 18, 2012, Law on Amendments to certain Articles of the Law on Higher Education dated November 19, 2018;
Pursuant to the Government's Action Program on implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on several proactive policies to participate in the Fourth Industrial Revolution;
Pursuant to Resolution No. 58/NQ-CP dated June 08, 2021 of the Government on the regular meeting of the Government – May 2021;
Pursuant to Resolution No. 111/NQ-CP dated July 22, 2024 of the Government promulgating Government's Action Program on implementation of Resolution No. 29-NQ/TW dated November 17, 2022 of the 6th plenum of the 13th Central Committee of the Communist Party of Vietnam on promotion of industrialization and modernization of Vietnam by 2030, vision to 2045;
Pursuant to Resolution No. 189/NQ-CP dated November 16, 2023 of the Government promulgating Government's Action Program on implementation of Resolution No. 36-NQ/TW dated January 30, 2023 of the Politburo on the development and application of biotechnology to serve the sustainable development of Vietnam in the new situation;
Pursuant to Decision No. 127/QD-TTg dated January 26, 2021 of the Prime Minister of Vietnam promulgating “National strategy for research, development, and application of Artificial Intelligence until 2030”;
Pursuant to Resolution No. 51/NQ-CP dated March 18, 2025 of the Government promulgating Government's Action Program on implementation of Conclusion No. 91/KL-TW dated December 08, 2024 of the Politburo on implementation of Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Central Committee of the Party of Vietnam;
Pursuant to Resolution No. 71/NQ-CP dated April 01, 2025 of the Government promulgating Government's Action Program on implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on the breakthroughs in national science, technology, innovation, and digital transformation;
At the request of the Minister of Education and Training in Document No. 1688/BGDDT-GDDH dated April 14, 2025 and Dispatch No. 1947/TTr-BGDDT dated December 31, 2024, attached to Project "Training High-Tech Human Resources for the Period 2025 - 2035 and an orientation towards 2045".
HEREBY DECIDES:
Article 1. The Training project for human resources to serve high-tech development for the 2025 – 2035 period and an orientation towards 2045 (hereinafter referred to as “Project”) is approved with the following specific contents:
I. VIEWPOINTS
1. Training high-quality human resources to serve the development of science, technology, innovation, and national digital transformation is a crucial task, requiring breakthrough policies, special mechanisms, adequate investment resources, urgent and long-term solutions, and suitable implementation roadmaps.
2. The State of Vietnam plays a role in creating and coordinating, providing the main resources for investment, providing assistance for basic sciences, training PhDs and conducting in-depth research to serve the development of high technology, strategic technology; maximizing the participation and contribution of domestic and foreign enterprises and investors.
3. The high-level and high-quality training in science, technology, engineering, and mathematics (STEM) shall be expanded to meet the diverse human resource needs of high-tech fields; the training and fostering talent in basic sciences, key engineering and technology fields directly serving the development of strategic technology, high technology shall be given priority.
4. The training shall be connected with attracting talents aiming to develop scientific research, technology development, innovation in higher education institutions; and investment attraction in high-tech industries, strategic technology.
5. The international cooperation with reputable training and research institutions and large technology companies in training high-quality human resources, especially those serving the development of strategic technology, prioritized high technology shall be prioritized in line with Vietnam's priority focuses in each stage.
II. OBJECTIVES
1. General objectives
Preparing high-level STEM human resources to meet the expanding investment requirements of high-tech fields, with a focus on talented human resources capable of deeply engaging in research and development of strategic technology, prioritized high technology; creating a national competitive advantage in attracting investment from major technology corporations worldwide, contributing to restructuring the economy and sustainable development of the country based on science, technology, innovation, digital transformation, and green transformation in the new era.
2. Specific objectives by 2030
a) Rapidly increase the scale of high-level STEM disciplines, especially in basic sciences and fields related to digital technology, artificial intelligence, and biotechnology:
- The proportion of people studying STEM disciplines reaches 35% at each level of training, with at least 2.5% in basic sciences and 18% in fields related to digital technology.
- In the terms of the total scale of training in STEM disciplines, the number of students in engineering and master's programs accounts for at least 10%, and the number of students in doctoral programs accounts for at least 1%, the number of female students accounts for at least 20%.
- The number of graduates in information technology and communications programs reaches 80.000 per year, with at least 10% of them holding an engineering, master's, or doctoral degree.
- The number of graduates in specialized programs in artificial intelligence reaches 8.000 per year, with at least 10% of them holding an engineering, master's, or doctoral degree; 100% of bachelor's, engineering, and master's programs in STEM disciplines integrate knowledge, skills in data analysis, and artificial intelligence.
- The number of graduates in specialized programs in biology, biotechnology, and medicine reaches 5.000 per year, with at least 20% of them holding an engineering, master's, or doctoral degree.
b) Make breakthroughs in training and talent development and development of strong research groups in basic sciences, key engineering and technology fields serving the development of strategic technology, prioritized high technology, and national key projects:
- At least 2.000 PhDs in STEM disciplines working abroad are recruited as university lecturers in Vietnam or sign a teaching contracts for at least one semester at higher education institutions.
- The number of graduates in talent training programs in strategic technology fields reaches about 5.000 engineers, masters, and 500 PhDs annually, with at least 20% in specialized programs in artificial intelligence.
- At least 30 strong research groups are recognized in STEM fields, including 20 groups in strategic technology and high technology fields which are given priority; international publication rankings in STEM disciplines are continuously improved.
3. Specific objectives for the 2030 – 2035 period
a) Keep increasing the scale of high-level STEM disciplines, especially in basic sciences and fields related to digital technology, artificial intelligence, and biotechnology:
- The proportion of people studying STEM disciplines reaches 40% at each level of training, with at least 3% in basic sciences and 20% in fields related to digital technology.
- In the terms of the total scale of STEM disciplines, the number of students in engineering and master's programs accounts for at least 15%, and the number of students in doctoral programs accounts for at least 1,5%, the number of female students accounts for at least 20%.
- The number of graduates in information technology and communications programs reaches 100.000 per year, with at least 15% of them holding an engineering, master's, or doctoral degree.
- The number of graduates in specialized programs in biology, biotechnology, and medicine reaches 15,000 per year, with at least 20% of them holding an engineering, master's, or doctoral degree.
- The number of graduates in specialized programs in biology, biotechnology, and medicine reaches 8.000 per year, with at least 20% of them holding an engineering, master's, or doctoral degree.
b) Keep making breakthroughs in training and talent development and development of strong research groups in basic sciences, key engineering and technology fields serving the development of strategic technology, prioritized high technology, and national key projects:
- At least 3.000 PhDs in STEM disciplines working abroad are recruited as university lecturers in Vietnam or sign a teaching contracts for at least one semester at higher education institutions.
- The number of graduates in talent training programs in strategic technology fields reaches about 8.000 engineers, masters, and 1000 PhDs annually, with at least 20% in specialized programs in artificial intelligence.
- At least 50 strong research groups are recognized in STEM fields, including 30 groups in strategic technology and high technology fields which are given priority; international publication rankings in STEM fields are continuously improved.
4. Orientation towards 2045
a) The scale and proportion of STEM disciplines shall keep increasing. The proportion of students pursuing master's and doctoral degrees shall reach the equivalent level of the average of developed countries, with high income levels.
b) Lecturers and infrastructure serving STEM disciplines and research shall be strengthened and developed to meet standards on par with advanced countries.
c) The scope and scale of talent training programs shall expand to all fields of strategic technology and high technology which are given priority, especially at the levels of engineers, masters, and doctoral degrees.
d) High-quality and high-level STEM human resources shall become the core competitive advantage in attracting investment in high-tech fields, especially strategic technology fields in Vietnam.
e) The Vietnam’s higher education system shall be ranked among the top in Asia in training and researching STEM disciplines, especially in digital technology, artificial intelligence, and biotechnology.
III. OBJECTIVES AND SOLUTIONS
1. Strengthen investment policies for STEM education and financial support for students of STEM disciplines
a) Enhance STEM education and career orientation, strengthen the knowledge foundation and interest of upper secondary school students in STEM disciplines through the enhancement of expertise of the teaching staff through training, investment in infrastructure and technology for STEM education and promotion of the awareness of STEM disciplines.
b) Research and amend regulations on concessional loans for students towards improving accessibility to loans, reducing interest rates, increasing loan amounts and repayment periods, giving special incentives for STEM disciplines.
c) Research and amend regulations on scholarships to encourage learning towards improving accessibility, funding sources from the state budget and give priority based on target groups and training fields; give priority scholarships at the highest level for students in talent training programs in the Project.
d) Research and amend regulations on fee exemption and reduction applicable to students in talent training programs under the Project and human resource training programs for disciplines and majors in programs, strategies, and projects approved by the Prime Minister.
2. Improve and intensify the implementation of policies to provide assistance for training and attracting excellent lecturers.
a) Establish mechanisms, special policies, financial assistance to attract, recruit, hire excellent foreign lecturers in STEM disciplines to work, teach at domestic higher education institutions, especially for talent training programs.
b) Amend and improve regulations on standards, recognition processes to meet standards and appointment of professor and associate professor titles; increase autonomy for higher education institutions to facilitate the recruitment and appointment of outstanding lecturers to academic management positions, linked to professorial positions.
c) Provide assistance for lecturers of talent training programs to attend short-term study abroad, in accordance with Decision No. 89/QD-TTg dated January 18, 2019 of the Prime Minister of Vietnam (an average of 2 lecturers for each program per year).
3. Increase investment in infrastructure, technology to serve training and research in higher education institutions
a) Invest in upgrading laboratory systems, technology, and teaching materials to support training and research in STEM disciplines for the development of high technology; give priority to modern investments for selected training institutions implementing talent training programs.
b) Research and amend regulations on the rate of relending ODA loans and other concessional loans applying the cap on concessional rate for public higher education institutions, regardless of the level of financial autonomy; research and propose the application of the lowest rate for investment projects within the scope of this Project to the Government.
4. Implement talent training programs linked with scientific research, technology development
a) Implement 100 talent engineer, master's programs and 100 talent doctoral programs in STEM disciplines linked with the development of strong research groups in strategic technology and high technology which are given priority.
b) Amend and supplement conditions, criteria for postgraduate training, especially doctoral training, in regulations regarding the evaluation and selection of research topics, recruitment or assignment of individuals to carry out scientific and technological tasks at all levels; regulations on evaluation of the results of scientific and technological activities.
c) Give priority to assign scientific and technological tasks to training institutions which are leading the implementation of multiple talent training programs, research groups, and project leaders involved in guiding PhD candidates in talent training programs.
d) Develop policies to encourage PhD candidates to carry out scientific and technological tasks; policies to encourage the cooperation in training master's and doctoral students linked to scientific research and technology development between higher education institutions and businesses
5. Increase the international cooperation in STEM disciplines, research, and high-tech, strategic technology.
a) Strengthen the establishment and expansion of international relationships at all levels, especially with countries, economies highly developed in science and technology, large technology corporations, and international organizations to exchange experiences and cooperate in training human resources linked to high-tech research and development.
b) Prioritize provision of scholarships for postgraduate training to serve the development of strategic technology, especially for scholarship programs under intergovernmental agreements.
c) Amend and improve regulations on applying for permits to organize international scientific seminars and conferences towards facilitating and delegating authority and responsibility to higher education institutions and research institutions, especially seminars and conferences in the STEM and high-tech disciplines.
6. Enhance mobilization and diversification of investment resources
a) Integrate appropriate tasks and solutions of the Project into relevant programs and projects that have been authorized for efficient use of financial resources for implementing the Project.
b) Research and propose improvements to regulations on the management and use of public assets towards granting high autonomy to public higher education institutions.
c) Research and propose policies to provide assistance for enterprises in internships, scholarships, and repayment of loans for graduates who are employed.
IV. FUNDING FOR IMPLEMENTATION OF THE PROJECT
The funding for the implementation of the Project shall be allocated from state budget sources, including the central government budget and local government budgets, in accordance with the balancing capacity of the state budget stipulated by Law on State Budget and public investment laws; legitimate revenues of training institutions; investment sources, sponsorships from enterprises, organizations, individuals, and other legitimate funding sources. The state budget to be allocated to provide assistance in the implementation of the tasks and solutions of the Project includes:
1. Funding for the implementation of concessional loan policies as prescribed by the Prime Minister and funding for scholarships as guided by the Government for implementing Law on Education, applicable to all training programs and giving priority to the target groups of the Project;
2. Funding for ordering and assigning training tasks for high-quality STEM training programs that are commissioned and assigned by regulatory agencies based on economic-technical norms issued of the Ministry of Education and Training;
3. Tuition subsidization funding in accordance with the Government’s regulations for students in STEM talent training programs at approved training institutions;
4. Funding for doctoral training for lecturers allocated under Decision No. 89/QD-TTg dated January 18, 2019, of the Prime Minister;
5. Short-term abroad training funding for lecturers, funding for invitation of foreign lecturers, funding for attraction and recruitment of outstanding foreign lecturers for talent training programs within the Project;
6. Investment funding for infrastructure of training institutions, including funding for new investments or upgrades to laboratories for teaching and research for approved talent training programs;
7. Funding for developing teaching materials and organizing training for all key lecturers in digital literacy, STEM education, educational technology, and career orientation;
8. Funding for the implementation of the Program “Developing Human Resources for the Semiconductor Industry by 2030, and an orientation towards 2050”, which is separated for the implementation of human resource training activities for the semiconductor industry according to this Program.
V. IMPLEMENTATION
1. Ministry of Education and Training shall:
a) Integrate tasks and solutions of the Project into the implementation of tasks assigned in the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution 45-NQ/TW dated November 24, 2023 of the 8th plenum of the 13th Central Committee of the Communist Party of Vietnam.
b) Develop and issue norms for talent training programs and criteria for evaluation and selection of training programs and training facilities participating in talent training; provide guidelines on registration and organization of selection of training institutions and allocate talent training quotas; provide guidelines for training institutions to propose laboratory investment projects and implement talent training programs.
c) Coordinate, monitor, and assess the implementation of the tasks and solutions of the Project, compile annual reports and submit it to the Prime Minister, propose solutions to resolve difficulties and issues (if any); promptly request the Prime Minister to consider adjusting the objectives, tasks, and solutions in the Project to meet the requirements for training high-tech human resources in each stage.
d) Take comprehensive responsibility for contents stated in the report, proposals, and recommendations for the approval of the Project in Documents No. 1688/BGDDT-GDDH dated April 14, 2025 and Dispatch No. 1947/TTr-BGDDT dated December 31, 2024.
2. Ministry of Science and Technology shall
a) Integrate tasks and solutions of the Project related to promoting science and technology activities linked with training in universities into the implementation of tasks assigned in the Government's Action Program to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo and Resolution 45-NQ/TW dated November 24, 2023 of the 8th plenum of the 13th Central Committee of the Communist Party of Vietnam.
b) Provide guidelines on the implementation and priority provision for the execution of scientific and technological tasks in strategic technology linked with talent training programs and Ph.D. training in STEM disciplines.
c) Develop forecasts on the demand for scientific and technological human resources and digital technology industrial human resources; determine specific human resource needs for each stage; order and assign training tasks for scientific and technological human resources under the management.
3. Ministry of Finance shall:
a) Take charge, cooperate with the Ministry of Education and Training and relevant ministries, agencies, and provinces to review, consolidate, and submit reports to competent authorities; the competent authorities shall allocate the state budget funding to implement the tasks and solutions of the Project in accordance with laws on state budget, public investment, and other relevant regulations.
b) Integrate in the implementation of tasks assigned in the Government's Action Program to implement Resolution No. 57-NQ/ TW dated December 22, 2024 of the Politburo tasks and solutions of the Project regarding concessional loans for learners (solution III.1.b); the relending ratio of ODA loan and other concessional loans (solution III.3.b), and the enhancement for mobilization and diversification of investment resources (task III.6).
4. Ministry of National Defense shall
Direct their affiliated higher education institutions to enhance the training of high-quality human resources to serve the defense industry in accordance with Resolution No. 08-NQ/TW dated January 26, 2022 of the Politburo on the development of the defense industry by 2030 and the following years; organize dual-use training to meet the Vietnam’s socio-economic development requirements in accordance with Conclusion No. 91-KL/TW dated August 12, 2024 of the Politburo on continuing to implement Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Central Committee of the Party of Vietnam on the comprehensive and fundamental innovation in education and training to meet the requirements of industrialization, modernization in market economy conditions, socialist orientation, and international integration;
5. Ministry of Public Security shall
a) Research and propose visa mechanisms and polices to facilitate the attraction of foreign lecturers, scientists, and experts to Vietnam for training, researching and working in strategic technology and high technology fields which are given priority.
b) Determine requirements, implement ordering, assign training tasks, and cooperate in high-quality human resource training in the cybersecurity and other high-tech fields within the management scope to serve the implementation of Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister.
6. Ministry of Foreign Affairs shall
a) Organize diplomatic activities, provide assistance for the promotion of international cooperation in high-tech human resource training; introduce and connect Vietnamese lecturers, scientists, and experts who are residing abroad with domestic training institutions.
b) Give advice to Prime Minister of Vietnam on amending regulations on organizing and managing international conferences and seminars in Vietnam, facilitating foreign lecturers, scientists, and experts in STEM fields to come to Vietnam to collaborate in training, research, and technology transfer.
7. Ministries, ministerial authorities, and Governmental authorities shall
a) Promulgate plans for implementing the tasks and solutions of the Project within the scope of of management for each stage and year, including objectives and tasks of the project with relevant programs and projects;
b) Take charge and provide guidelines for affiliated training institutions to implement the tasks and solutions of the Project; consolidate proposals for investment projects, budget estimates, ensuring funding for the implementation of the tasks and solutions of the Project.
c) Determine demands, implement procurement, and assign tasks for training high-quality human resources in high-tech fields to meet the requirements under the management scope.
d) Report on the implementation results of the Project to the Ministry of Education and Training no later than November 30 each year for consolidation purpose; the Ministry of Education and Training shall report to the Prime Minister.
8. People's Committees of provinces and centrally affiliated cities
a) Based on the tasks and solutions of the Project, develop plans for implementing the tasks and solutions of the Project within the scope of of management for each stage and year, including objectives and tasks of the project with relevant programs and projects;
b) Direct the Department of Education and Training and affiliated training institutions to organize the implementation of relevant tasks and solutions of the Project; consolidate proposals for budget estimates, ensuring funding for the implementation of the tasks and solutions of the Project.
c) Determine demands of high-quality human resources in high-tech fields in provinces; develop and propose competent authorities to promulgate specific policies; implement procurement, and cooperate in training with universities to meet the human resource demand in high-tech sectors in provinces.
Article 2. This Decision shall come into force from the day on which it is signed.
Article 3. Ministers, heads of ministerial-level agencies and Governmental agencies, Presidents of People’s Committees provinces and centrally affiliated cities, and other relevant organizations and individuals are responsible for implementation of this Decision.
