STANDING COMMITTEE OF THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Pursuant to the Law on Organization of Local Governments No. 77/2015/QH13, amended by Law No. 21/2017/QH14, Law No. 47/2019/QH14, Law No. 31/2024/QH15, Law No. 34/2024/QH15, and Law No. 43/2024/QH15;
Pursuant to Resolution No. 1211/2016/UBTVQH13 dated May 25, 2016 of the Standing Committee of the National Assembly on criteria and classification of administrative divisions, amended by Resolution No. 27/2022/UBTVQH15 dated September 21, 2022 of the Standing Committee of the National Assembly;
Pursuant to Resolution No. 35/2023/UBTVQH15 dated July 12, 2023 of the Standing Committee of the National Assembly on the arrangement of district- and commune-level administrative divisions during the 2023–2030 period;
Considering the Government’s Proposal No. 439/TTr-CP dated September 13, 2024, and the Examination Report No. 3258/BC-UBPL15 dated September 26, 2024 of the Legal Committee,
HEREBY RESOLVES:
Article 1. Arrangement of commune-level administrative divisions in Thai Binh Province
1. Arrangement of commune-level administrative divisions in Dong Hung District:
a) Establish Lien An Do Commune by merging the entire natural area of 4.02 km² and population of 4,477 people Do Luong Commune, the entire natural area of 3.81 km² and population of 5,779 people of An Chau Commune, and the entire natural area of 5.31 km² and population of 8,201 people of Lien Giang Commune. After the merger, Lien An Do Commune will have a natural area of 13.14 km² and a population of 18,457 people.
Lien An Do Commune borders Dong La, Dong Son, Me Linh, Nguyen Xa, Phu Luong Communes, and Hung Ha and Quynh Phu Districts;
b) Establish Phong Duong Tien Commune by merging the entire natural area of 3.72 km² and population of 5,040 people of Chuong Duong Commune, the entire natural area of 3.46 km² and population of 4,684 people of Hop Tien Commune, and the entire natural area of 4.80 km² and population of 6,802 people of Phong Chau Commune. After the merger, Phong Duong Tien Commune will have a natural area of 11.98 km² and a population of 16,526 people.
Phong Duong Tien Commune borders Lien Hoa, Lo Giang, Me Linh, Minh Phu, Nguyen Xa, Phu Chau, Phu Luong, and Thang Long Communes;
c) Establish Xuan Quang Dong Commune by merging the entire natural area of 3.57 km² and population of 6,250 people of Dong Quang Commune, the entire natural area of 4.39 km² and population of 7,171 people of Dong Xuan Commune, and the entire natural area of 3.38 km² and population of 5,791 people of Dong Dong Commune. After the merger, Xuan Quang Dong Commune will have a natural area of 11.34 km² and a population of 19,212 people.
Xuan Quang Dong Commune borders Dong Cac, Dong Duong, Dong Hop, Dong Hoang, Dong Vinh, Ha Giang, Phu Chau, Trong Quan Communes, and Thai Binh City;
d) After the arrangement, Dong Hung District will have 32 commune-level administrative divisions, including 31 communes and 1 commune-level town.
2. Arrangement of commune-level administrative divisions in Quynh Phu District:
a) Establish Trang Bao Xa Commune by merging the entire natural area of 3.65 km² and population of 4,367 people of Quynh Bao Commune, the entire natural area of 5.15 km² and population of 7,472 people of Quynh Trang Commune, the entire natural area of 3.66 km² and population of 5,080 people of Quynh Xa Commune. After the merger, Trang Bao Xa Commune will have a natural area of 12.46 km² and a population of 16,919 people.
Trang Bao Xa Commune borders An Vinh, Dong Hai, Quynh Hoi, Quynh Hung, Quynh My, Quynh Nguyen Communes, and Dong Hung District;
b) After the arrangement, Quynh Phu District will have 35 commune-level administrative divisions, including 33 communes and 2 commune-level towns.
3. Arrangement of commune-level administrative divisions in Kien Xuong District:
a) Establish Thong Nhat Commune by merging the entire natural area of 3.37 km² and population of 3,344 people of Dinh Phung Commune, the entire natural area of 4.33 km² and population of 6,168 people of Nam Cao Commune, and the entire natural area of 5.04 km² and population of 6,586 people of Thuong Hien Commune. After the merger, Thong Nhat Commune will have a natural area of 12.74 km² and a population of 16,098 people.
Thong Nhat Commune borders Binh Minh, Hoa Binh, Le Loi, Quang Lich, Thanh Tan Communes, Kien Xuong commune-level town, and Tien Hai District;
b) Establish Hong Vu Commune by merging the entire natural area of 4.19 km² and population of 4,918 people of Vu Binh Commune, the entire natural area of 5.19 km² and population of 7,177 people of Vu Hoa Commune, and the entire natural area of 4.42 km² and population of 5,046 people of Vu Thang Commune. After the merger, Hong Vu Commune will have a natural area of 13.80 km² and a population of 17,141 people.
Hong Vu Commune borders Quang Binh, Minh Tan, Vu Cong, Vu Trung Communes; Vu Thu District; and Nam Dinh Province;
c) After the arrangement, Kien Xuong District will have 29 commune-level administrative divisions, including 28 communes and 1 commune-level town.
4. Arrangement of commune-level administrative divisions in Tien Hai District:
a) Establish Dong Quang Commune by merging the entire natural area of 4.35 km² and population of 5,233 people of Dong Trung Commune, the entire natural area of 5.28 km² and population of 5,403 people of Dong Quy Commune, and the entire natural area of 6.04 km² and population of 6,244 people of Dong Phong Commune. After the merger, Dong Quang Commune will have a natural area of 15.67 km² and a population of 16,880 people.
Dong Quang Commune borders Dong Co, Dong Hoang, Dong Minh, Dong Tra, Dong Xuyen, Tay Luong, Tay Ninh Communes, Tien Hai Commune-level town, and Thai Thuy District.
b) Establish Ai Quoc Commune by merging the entire natural area of 4.75 km² and population of 4,731 people of Tay Phong Commune, and the entire natural area of 5.38 km² and population of 4,402 people of Tay Tien Commune. After the merger, Ai Quoc Commune will have a natural area of 10.13 km² and a population of 9,133 people.
Ai Quoc Commune borders Bac Hai, Dong Lam, Nam Chinh, Nam Cuong, Nam Ha, Nam Tien, Phuong Cong, Tay Giang, and Van Truong Communes;
c) Establish Nam Tien Commune by merging the entire natural area of 3.72 km² and population of 9,828 people of Nam Thanh Commune, and the entire natural area of 5.98 km² and population of 9,538 people of Nam Thang Commune. After the merger, Nam Tien Commune will have a natural area of 9.70 km² and a population of 19,366 people.
Nam Tien Commune borders Ai Quoc, Nam Chinh, Nam Cuong, Nam Hung, Nam Thinh, and Nam Trung Communes;
d) After the arrangement, Tien Hai District will have 28 commune-level administrative divisions, including 27 communes and 1 commune-level town.
5. Arrangement of commune-level administrative divisions in Hung Ha District:
a) Establish Quang Trung Commune by merging the entire natural area of 4.04 km² and population of 5,202 people of Dan Chu Commune, the entire natural area of 8.84 km² and population of 11,818 people of Diep Nong Commune, and the entire natural area of 4.80 km² and population of 6,359 people of Hung Dung Commune. After the merger, Quang Trung Commune will have a natural area of 17.68 km² and a population of 23,379 people.
Quang Trung Commune borders Duyen Hai, Doan Hung, Thong Nhat, Van Cam Communes; Quynh Phu District; and Hung Yen Province;
b) After the arrangement, Hung Ha District will have 33 commune-level administrative divisions, including 31 communes and 2 commune-level towns.
6. After the arrangement, Thai Binh Province will consist of 8 district-level administrative divisions, including 7 districts and 1 city; and 242 commune-level administrative divisions, including 223 communes, 10 wards, and 9 commune-level towns.
This Resolution comes into force as of November 1, 2024.
1. The Government, the People’s Council, the People’s Committee of Thai Binh Province, and relevant agencies and organizations are responsible for implementing this Resolution; reorganizing and consolidating the apparatus of local agencies and organizations; stabilizing the lives of local residents; and ensuring the requirements for socio-economic development, national defense, and security in the locality.
2. The Government shall direct relevant Ministries and the administration of Thai Binh Province to continue reviewing and specifically enumerating the number of administrative divisions subject to rearrangement but not yet implemented during the 2023 - 2025 period. It shall also develop plans and roadmaps to meet the necessary standards and conditions for implementing the rearrangement in the subsequent phase in accordance with regulations.
3. The Ethnic Council, Committees of the National Assembly, and the Delegation of National Assembly Deputies of Thai Binh Province shall, within their functions and powers, oversee the implementation of this Resolution.
This Resolution was passed by the Standing Committee of the 15th National Assembly of the Socialist Republic of Vietnam at its 37th session on September 28, 2024.
