RESOLUTION
ON THE ISSUANCE OF THE GOVERNMENT’S ACTION PROGRAM FOR THE IMPLEMENTATION OF RESOLUTION NO. 57-NQ/TW DATED DECEMBER 22, 2024 OF THE POLITICAL BUREAU ON BREAKTHROUGHS IN THE DEVELOPMENT OF SCIENCE, TECHNOLOGY, INNOVATION, AND NATIONAL DIGITAL TRANSFORMATION

Pursuant to the Law on Organization of the Government dated June 19, 2015;
Pursuant to the Law on amendments to the Law on Organization of the Government and the Law on Organization of Local Governments dated November 22, 2019;
Pursuant to Resolution No. 57-NQ/TW dated December 22, 2024 of the Political Bureau on breakthroughs in the development of science, technology, innovation, and national digital transformation;
At the request of the Minister of Science and Technology and the Minister of Information and Communications in Statement No. 04/TTr-BKHCN-BTTTT dated January 2, 2025 and Official Dispatch No. 83/BKHCN-BTTTT-VP dated January 8, 2025 on the Government’s Action Program for the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Political Bureau on breakthroughs in the development of science, technology, innovation, and national digital transformation;
Based on the voting results of the Government Members.
HEREBY RESOLVES:
Article 1. Issue together with this Resolution the Government’s Action Program for the implementation of Resolution No. 57-NQ/TW dated December 22, 2024 of the Political Bureau on breakthroughs in the development of science, technology, innovation, and national digital transformation.
Article 2. This Resolution comes into force as of the date of signing.
Article 3. Ministers, Heads of ministerial-level agencies, Heads of Governmental agencies, Presidents of the Province-level People’s Committees, and relevant agencies, organizations, and individuals shall implement this Resolution.

POLITICAL BUREAU ON BREAKTHROUGHS IN THE DEVELOPMENT OF SCIENCE, TECHNOLOGY,
INNOVATION, AND NATIONAL DIGITAL TRANSFORMATION
(Enclosed with Resolution No. 03/NQ-CP dated January 9, 2025 of the Government)
I. OBJECTIVES
1. Institutionalize and fully implement the perspectives, objectives, tasks, and solutions set forth in Resolution No. 57-NQ/TW dated December 22, 2024 of the Political Bureau on breakthroughs in the development of science, technology, innovation, and national digital transformation (hereinafter referred to as Resolution No. 57-NQ/TW).
2. Identify specific tasks for ministries, sectors, and localities to develop action plans, organize implementation, monitor, supervise, and evaluate the implementation of Resolution No. 57-NQ/TW, thereby realizing the objective of positioning science, technology, innovation, and national digital transformation as the foremost breakthrough and the primary driver for the rapid development of modern productive forces, the completion of production relations, the transformation of national governance methods, socio-economic development, the prevention of the risk of lagging behind, and the elevation of the country to a new level of breakthrough development and prosperity in the new era.
II. SPECIFIC TASKS
To achieve the objectives set out in Resolution No. 57-NQ/TW, in the coming period, in addition to their regular tasks, ministries, ministerial-level agencies, Governmental agencies, and the Province-level People’s Committees must specify and organize the implementation of the following tasks:
1. Enhance awareness, break through in mindset transformation, establish strong political determination, and decisively lead and direct efforts to create new momentum and enthusiasm across society for the development of science, technology, innovation, and national digital transformation
a) Develop, propose for issuance, and implement a comprehensive, frequent, and wide-reaching communication program on the contents of Resolution No. 57-NQ/TW, ensuring a diversified approach through the press, radio, television, digital platforms, social networks, and other electronic means; tailor communication content to specific groups, including the public, enterprises, and different levels of government; set clear goals, establish measurable criteria, conduct periodic assessments, and publicly disclose results.
b) Develop and issue regulations on the responsibilities of heads of state agencies in directly overseeing and directing the implementation of science, technology, innovation, and digital transformation tasks within their agencies and organizations; establish regulations on the responsibilities of officials and public employees in executing annual action plans for science, technology, innovation, and digital transformation development.
c) Define responsibilities for developing and issuing programs, plans, and schemes for science, technology, innovation, and digital transformation as part of the annual work plans of agencies and organizations.
d) Develop and promote the national brand for innovation.
dd) Develop digital platforms and digital tools to enable real-time online measurement of digital transformation progress.
e) Regularly assess and publish the level of completion of digital transformation tasks by state agencies, agency heads, and officials and public employees; the results of digital transformation implementation shall serve as a criterion for evaluating task performance, emulation, and annual commendation.
g) Develop an implementation plan for the Government's action program with specific quantifiable targets; assign responsibilities to agency heads for direct supervision and direction; establish evaluation criteria; conduct periodic measurements and publicly disclose results; assess task completion based on performance outcomes.
h) Clarify definitions, connotations, and quantification of concepts such as "level of technological autonomy," "digital competitiveness," "digital technology enterprises on par with advanced nations," "modern productive forces," and other concepts in Resolution No. 57-NQ/TW to ensure a unified understanding and implementation.
i) Strive to allocate a proportion of leadership personnel in each state agency and unit with expertise and experience in science and engineering, aiming for a minimum of 25%.
k) Review and amend regulations on encouraging and protecting proactive, innovative, and accountable officials who dare to think, act, and take responsibility for the common good; supplement and adjust policies to foster creativity, initiative, and accountability among officials and public employees in developing science, technology, innovation, and digital transformation in line with the spirit of Resolution No. 57-NQ/TW.
l) Develop and upgrade a nationwide open online training platform providing free knowledge on science, technology, innovation, digital skills, and basic digital technology for the public and businesses.
m) Develop, issue, and implement training and capacity-building programs for officials and public employees on science, technology, innovation, digital skills, and basic digital technology to support national digital transformation.
n) Develop programs and plans to launch a learning movement on digital platforms, making it a widespread, continuous, and inclusive "digital learning" movement to enhance knowledge of science, technology, innovation, digital skills, and basic digital technology among officials, public employees, and the general public.
o) Launch a nationwide emulation movement to leverage the collective strength of the entire political system and the active participation of entrepreneurs, businesses, and the public in successfully implementing the digital transformation revolution. Emphasize recognition, honor, and timely commendation in various forms for scientists, inventors, businesses, organizations, and individuals with achievements in digital transformation; value every invention, initiative, technical improvement, and idea that enhances work efficiency, regardless of scale.
p) Promote a movement for inventions, innovations, technical improvements, and initiatives to enhance work efficiency and productivity across all agencies, organizations, and businesses.
2. Urgently and decisively improve the institutional framework; eliminate all mindsets, perceptions, and barriers hindering development; transform the institutional framework into a competitive advantage in the development of science, technology, innovation, and national digital transformation.
a) Review and remove institutional and policy bottlenecks in the development of science, technology, innovation, digital transformation, and high-quality human resources; improve legal regulations to ensure a legal framework for the operation of all industries and sectors in the digital environment.
b) Develop and promulgate special mechanisms for investment, public investment, and public procurement of products resulting from scientific research, technology development, and digital products and services to accelerate national digital transformation.
c) Develop and promulgate financial mechanism reforms for the implementation of tasks related to science, technology, innovation, and digital transformation; simplify administrative procedures to the greatest extent in managing, using, and settling funds for scientific research, technology development, and digital transformation; grant autonomy in the use of research and technology development funds; implement intellectual property protection policies linked to benefit-sharing mechanisms for research and application results.
d) Develop and publish overall effectiveness assessment criteria for enterprises, particularly state-owned enterprises, to promote innovation and enterprise reform.
dd) Amend legal regulations to remove bottlenecks in scientific and technological activities and innovation, adopting a risk-tolerant approach, encouraging venture capital, and acknowledging delays in scientific research, technology development, and innovation. Amend the Law on Science and Technology (2013) and related laws under the project to develop the Law on Science, Technology, and Innovation to: (i) Remove obstacles and create a favorable legal framework to promote science, technology, and innovation; (ii) Simplify administrative procedures, strengthen decentralization and delegation in state management; (iii) Concentrate state budget investments and attract non-state investments in science, technology, and innovation.
e) Develop regulations on the establishment and use of venture capital funds for startup innovation, technology incubation, and digital transformation.
g) Supplement policies to remove bottlenecks and improve the Law on Digital Technology Industry for submission to the National Assembly, including:
- Pilot programs under state supervision; liability exemption mechanisms for testing new digital technologies and business models; preferential policies on land, credit, and taxation for research, testing, application, and development of strategic digital technology, digital technology industries, big data industries, cybersecurity industries, and the Internet of Things (IoT) industry.
- Review and amend legal provisions to facilitate investments in deploying international undersea fiber optic cables where Vietnamese enterprises are either members or owners.
- Review the Investment Law, Bidding Law, and Public-Private Partnership Investment Law to promptly amend and supplement provisions ensuring favorable procedures for bidding selection, enterprise selection, and investment in developing new and strategic technologies, digital services, and digital infrastructure, with superior incentives for investment security, revenue-sharing models, profit-sharing, and risk-sharing in investment projects and public-private partnership contracts.
h) Develop a pilot mechanism for enterprises to test new technologies and business models under state supervision, refine liability exemption policies for enterprises, organizations, and individuals in cases where economic losses occur due to objective factors during technology and business model trials.
i) Review and restructure the organization, functions, tasks, and powers of state agencies from central to local levels to ensure consistency and enhance state management efficiency in science, technology, innovation, and digital transformation.
k) Study the option of assigning the Ministry of Education and Training direct management of multidisciplinary and multi-field higher education institutions.
l) Amend regulations on the use of non-refundable aid not classified as official development assistance (ODA) from foreign agencies, organizations, and individuals for Vietnam, shifting toward decentralization and granting autonomy to scientific and technological organizations and public higher education institutions.
m) Amend regulations on the relending of ODA loans and concessional loans from foreign governments, reducing the relending ratio to the lowest level and eliminating loan security requirements for financially autonomous public science and technology organizations and higher education institutions.
n) Develop preferential policies and simplify administrative procedures for investment in science, technology, innovation, and digital transformation to attract and efficiently utilize all investment resources.
o) Develop and publish a list of strategic fields, technologies, key projects, and potential areas to attract and effectively mobilize investment resources in the application of science, technology, innovation, and digital transformation.
3. Strengthening investment and improving infrastructure for science, technology, innovation, and national digital transformation
a) Issue the Program on strategic technology and industrial development; establish a legal framework and a proposal for the formation of the Strategic Industry Development Investment Fund; develop a policy experimentation mechanism to promote research, development, application, and transfer of strategic technologies; develop public-private partnership (PPP) mechanisms and policies for research and development of strategic technologies; formulate a proposal for energy infrastructure development, particularly in new energy and clean energy, ensuring energy security for the development of science, technology, and strategic industries; develop a proposal for the establishment of a system of research and testing centers, national key laboratories focusing on strategic technologies; formulate a proposal to invest in capacity building for public research and development organizations; review, strictly manage, and effectively utilize the country's mineral resources, particularly rare earth elements, to advance science, technology, and innovation.
b) Develop a network connecting innovation centers and startup incubation centers, with a focus on strategic technologies and digital transformation. Implement programs and projects to promote key technology and innovation fields at the National Innovation Center. By 2030, aim to implement at least five projects and programs in semiconductors, artificial intelligence, digital technology, smart factories, smart cities, etc.
c) Develop preferential tax policies for investment, procurement, and leasing of digital products and services.
d) Develop and issue a list of national digital platforms and shared digital platforms across sectors, industries, and regions to ensure unified and interoperable operations across the digital environment.
dd) Establish mechanisms allowing the use of state budget funds for the investment and development of national and regional-scale digital platforms for shared use across multiple agencies and organizations.
e) Develop and implement the Digital economy and Digital society development program with quantifiable targets; assign responsibility to heads of agencies for direct supervision and implementation; establish evaluation criteria; conduct periodic measurements and publicly disclose results; assess the level of task completion based on digital economy and digital society development outcomes.
g) Develop mechanisms and policies to support and incentivize organizations, individuals, and enterprises to invest in and build laboratories, research, and development centers for science and technology; publish a list of programs, tasks, and public-private partnership projects for the development of new digital infrastructures essential for digital transformation.
h) Develop telecommunications and Internet infrastructure to meet requirements for redundancy, connectivity, security, and sustainability, including satellite data transmission systems, high-speed broadband fiber optic networks, and 5G, 6G, and future mobile communication networks covering the entire country.
i) Pilot the implementation of digital twins for several centrally affiliated cities.
k) Develop digital utility and technology infrastructure as services for digital transformation, focusing on shared digital platforms applicable across multiple socio-economic sectors, supporting essential societal activities in the digital environment.
l) Establish the Internet of Things (IoT) industry and specialized industrial zones for IoT development; digitalize industrial parks and clusters by enhancing IoT applications to transform them into smart industrial parks and clusters; promote and develop key sectors and industries utilizing IoT, such as manufacturing, commerce, energy, agriculture, transportation, and healthcare; digitalize industrial parks and clusters towards increased IoT applications to create smart industrial zones and clusters.
m) Review and supplement regulations recognizing data center technology as a form of high technology; review and enhance electricity planning to ensure green and clean energy sources with high redundancy to attract enterprises investing in data center development.
n) Review incentive policies to attract enterprises and foreign investors to establish data centers in Vietnam.
o) Expedite the completion and maximize the efficiency of the national data center.
p) Focus investment resources on building, completing, and effectively utilizing national databases and databases of ministries, sectors, and localities for socio-economic development; ensure efficient connection, exploitation, and sharing of data among agencies within the political system; implement open data initiatives to enable citizens and businesses to utilize data, generate new value, and foster innovation.
q) Issue and fully enforce strategies, standards, and technical regulations on data across various industries and sectors.
r) Improve the legal framework to accelerate artificial intelligence (AI) applications in developing digital technology solutions across industries, sectors, and localities, integrating AI with state management in a forward-thinking and pioneering manner.
s) Develop a proposal for AI applications based on big data in key industries and sectors.
4. Developing and retaining high-quality human resources and talents to meet the demands of science, technology, innovation, and national digital transformation
a) Focus investment resources on implementing tasks assigned under the Government’s Action Program to implement Resolution No. 45-NQ/TW dated November 24, 2023, of the 13th Party Central Committee; implement approved programs and projects on human resource development, with a particular focus on semiconductor industry personnel and workforce for the development of high and strategic technologies.
b) Implement comprehensive solutions to enhance STEM education and career guidance; attract outstanding students to STEM disciplines; develop and implement policies to identify and nurture STEM talents early; plan, invest in, upgrade, and expand specialized and gifted schools in natural sciences.
c) Review, amend, and supplement the proposal on enhancing the capacity of university lecturers and administrators to meet the requirements of fundamental and comprehensive education and training reforms for the period 2019–2030, adapting to new contexts.
d) Review and amend regulations on standards and procedures for recognizing and appointing the titles of professor and associate professor; increase autonomy for higher education institutions and facilitate the recruitment and appointment of outstanding lecturers linked to professorial positions.
dd) Review and amend regulations on scholarship policies and tuition exemptions or reductions for students and trainees in STEM disciplines serving the development of strategic technologies, as well as for individuals participating in state-funded training programs for cybersecurity engineers and advanced materials specialists.
e) Implement training programs for talented engineers, master's, and doctoral students in fundamental sciences, key technical and technological fields serving the development of strategic technologies; develop training and retraining programs for technical personnel and high-quality vocational training to meet the demands of new and high-tech applications. Focus on investing in and developing several advanced higher education institutions and specialized training centers in artificial intelligence and other strategic technology fields.
g) Innovate training programs and diversify training methods for STEM disciplines; develop online education and training platforms meeting international standards; advance digital higher education models integrating cutting-edge technologies such as artificial intelligence and virtual spaces.
h) Research, amend, and supplement regulations on preferential credit policies for students by expanding eligibility criteria, lowering interest rates, increasing loan amounts and repayment periods, and providing special incentives for STEM disciplines.
i) Review and amend corporate income tax regulations to eliminate public higher education institutions and non-profit private higher education institutions from the taxable entities list; revise regulations on the management and use of public assets to grant greater autonomy to public higher education institutions.
k) Review and revise tax and credit incentives for enterprises investing, sponsoring, and collaborating in training and research activities with higher education institutions and public science and technology organizations.
l) Research and issue regulations granting the highest preferential treatment to public higher education institutions regarding loan repayment ratios for ODA projects and other concessional loan projects supporting human resource training in strategic technology fields.
m) Propose amendments to tax incentives and financial mechanisms to encourage enterprises to participate in digital technology workforce training; establish a clear legal framework for public-private partnership (PPP) models in digital technology workforce training; develop coordination mechanisms among stakeholders (government, enterprises, training institutions, and research institutes).
n) Develop and implement a special policy framework on citizenship, housing and land ownership, income, and work environment to attract, retain, and employ top scientists, experts, and "chief engineers" both domestically and internationally who can organize, manage, direct, and implement national key science and technology, innovation, and digital transformation tasks, as well as AI development and talent training.
o) Develop a network of Vietnamese lecturers, scientists, and experts abroad, connecting with international networks of experts and scientists in fundamental sciences, key engineering fields, and strategic technologies.
p) Research and propose mechanisms for identifying, commissioning, and assigning high-quality workforce training tasks in fundamental sciences, key engineering fields, and strategic technologies to meet sectoral and local workforce demands.
q) Review and develop policies for attracting, recruiting, and remunerating digital transformation personnel and dedicated cybersecurity forces working in government agencies, ensuring adequate quantity and quality tailored to the specific needs of different fields and regions.

5. Accelerating digital transformation, applying science, technology, and innovation in government operations to enhance national governance efficiency, state management effectiveness across sectors, and ensure national defense and security
a) Develop and implement the Digital Government Development Program with quantified objectives; assign responsibility to agency heads for direct oversight and leadership; establish an evaluation framework; conduct regular assessments; publicly disclose results; and evaluate task completion levels based on digital government development outcomes.
b) Promote the application of science and technology in establishing scientific foundations to support decision-making in state administration.
c) Coordinate with Party agencies, the National Assembly, the Vietnam Fatherland Front, the Supreme People’s Court, and the Supreme People’s Procuracy to ensure interoperability, consistency, and information security in the digital transformation of the entire political system.
d) Develop a Smart Operation and Monitoring Center model to enhance public administration, improve governance efficiency, and optimize governmental decision-making through data-driven, real-time, and interactive digital management systems; strengthen citizen-government interactions to reduce bureaucratic inefficiencies; enable comprehensive online monitoring to promptly detect, alert, and prevent corruption, misconduct, and wastefulness.
dd) Improve the quality of full-process online public services; provide personalized digital services based on data for individuals and businesses; and offer public services independent of administrative boundaries.
e) Ensure that all levels of government actively support enterprises in developing new digital applications and services through public-private partnerships (PPP).
g) Develop and master the technology of domestic digital platforms, ensuring security and usability for the public; rapidly expand access to essential digital services for all citizens.
h) Develop and implement a plan to ensure that every citizen has a digital identity, digital tools, digital skills, and a digital account, fostering a fully digitalized society.
i) Deploy solutions to support and protect citizens in cyberspace at a fundamental level, fostering digital trust.
k) Build a digital culture within communities while preserving Vietnam’s national identity and traditional values in the digital environment; develop a code of conduct for cyberspace.
l) Accelerate digital transformation in the cultural sector to develop the digital cultural industry. Create and promote high-quality digital cultural products; encourage widespread community participation in producing positive, healthy, and ethical digital cultural content. Promote the development of cultural databases and digital cultural heritage. Mobilize, encourage, and develop incentive mechanisms to recognize and support intellectuals and young pioneers in building digital culture.
m) Implement decisive measures to promptly address harmful digital cultural phenomena that negatively impact societal values, minimizing the adverse effects of digital technology on the environment, society, and individuals, especially children, adolescents, and vulnerable groups in cyberspace.
n) Develop digital platforms for monitoring and collecting data in the fields of natural resources and environment; geographic information systems; and intelligent transportation systems.
o) Develop artificial intelligence applications to support disaster analysis and early warnings, climate change adaptation, and environmental protection; as well as to analyze and alert on risks related to national defense, security, and social order.
p) Strengthen nationwide cybersecurity monitoring to promptly detect and issue early warnings regarding cybersecurity threats to government agencies, organizations, enterprises, and citizens. Invest in and upgrade the National Cybersecurity Center under the Ministry of Public Security to ensure extensive monitoring and surveillance of critical national security information systems across ministries, sectors, local governments, agencies, and enterprises.
q) Establish and develop a self-reliant cybersecurity industry, fostering the growth of core cybersecurity products and services, and cultivating major enterprises with strong market leadership and global outreach.
r) Develop national technical systems with the capacity to monitor and detect online content that violates the law, enabling proactive and effective identification and prevention.
s) Detect and counter cyberattacks, cyber espionage, subversive activities, and hostile forces operating online, as well as combat cybercrime.
t) Digitalize, automate, and modernize military and security equipment and weapons; master high-tech weaponry based on digital technology; enhance the application of digital technology and emerging defense technologies in command, operation, and force management systems; ensure the automation of military and security equipment to contribute to the modernization of national defense and security; proactively prevent cyber warfare and electronic warfare at early stages; and develop a people’s war strategy and a digital national defense strategy in cyberspace to safeguard national sovereignty.
u) Develop and implement mechanisms, measures, and digital platforms to effectively combat cybercrime and digital transformation-related offenses. Strengthen and consolidate core cybersecurity forces.
6. Strongly promoting science, technology, innovation, and digital transformation in enterprises
a) Review and develop incentive policies to encourage enterprises—especially small and medium-sized enterprises (SMEs), cooperatives, and household businesses—to invest in digital transformation, research, and the application of science and technological innovation to enhance business efficiency and corporate governance.
b) Implement measures to promote knowledge transfer and human resource training in science, technology, and innovation through foreign direct investment (FDI) enterprises; develop policies to support domestic technology enterprises in expanding investment abroad.
c) Develop regulations for establishing digital technology and digital transformation policy research institutions within enterprises to facilitate research, application, and transfer of advanced digital technologies from abroad into Vietnam.
d) Update and refine enterprise digital transformation assessment criteria and implement support programs to accelerate digital transformation among businesses, particularly SMEs, cooperatives, and household businesses.
dd) Develop a national initiative to establish large-scale strategic technology enterprises to lead in digital infrastructure, digital workforce, digital data, strategic technology, and cybersecurity. Develop evaluation criteria for large-scale strategic technology enterprises. Establish digital platforms for online measurement and periodic evaluation and publish results transparently.
e) Develop mechanisms to assign strategic technology ownership and development tasks to specific enterprises while simultaneously deploying digital infrastructure and national digital transformation projects, fostering the emergence of large-scale digital technology enterprises capable of global competition.
g) Publish a list of national grand challenges in science, technology, innovation, and digital transformation for Vietnamese digital technology enterprises to address.
h) Develop policies to support digital technology enterprises, organizations, and individuals capable of executing key digital transformation projects; establish incentive policies to develop digital enterprises that effectively leverage Vietnam’s domestic digital transformation market and expand globally, fostering SME growth.
i) Develop mechanisms to attract leading global technology enterprises to establish headquarters, invest in research, and manufacture in Vietnam, based on principles such as: focusing on Vietnam’s priority industrial sectors; developing supporting industries in Vietnam; investing in research and development (R&D) centers in Vietnam with an R&D investment ratio of 1%–3% of revenue.
k) Develop mechanisms and policies to support and promote digital technology enterprises, enabling them to effectively capitalize on the domestic digital transformation market as a foundation for global expansion.
l) Establish robust policies to encourage entrepreneurship in science, technology, innovation, and digital transformation, alongside policies to support startups and attract both domestic and international enterprises to establish new businesses in Vietnam.
m) Implement several digital technology industrial parks and concentrated information technology industrial parks in accordance with the Information and Communication Infrastructure Master Plan for the 2021–2030 period, with a vision to 2050.
n) Develop a national digital transformation investment effectiveness assessment framework. Establish an online assessment tool and conduct periodic evaluations, publishing the results transparently.
o) Review and develop specific policies to attract digital technology enterprises to invest in digital technology industrial parks.
p) Develop a program to promote the consumption of digital products and services, including bringing products to digital platforms, equipping citizens with digital skills, providing utilities for digital transactions, and building digital trust.
q) Expedite the development and issuance of a national program on smart manufacturing and digital transformation across key sectors, including agriculture, industry, trade, finance, education, healthcare, transportation, construction, logistics, tourism, etc.
7. Enhancing international cooperation in science, technology, innovation, and digital transformation
a) Strengthen multilateral and bilateral cooperation with countries, territories, multinational corporations with advanced science, technology, and digital transformation capabilities, international organizations, and leading global research institutions in science, technology, and innovation. Learn from international best practices and apply them in alignment with Vietnam’s political, economic, cultural, and social realities. Advance technology diplomacy, attract external resources, and contribute to ensuring economic security and technological self-reliance.
b) Actively participate in shaping global frameworks, rules, and governance mechanisms for science, technology, innovation, and digital transformation within multilateral cooperation frameworks. Assess Vietnam’s potential participation in new international science, technology, and digital transformation cooperation initiatives.
c) Develop a national strategy for Vietnam’s active participation in international standardization organizations. Establish mechanisms to build a team of experts who can hold leadership positions in international standardization bodies and participate in technical committees on key strategic technologies.
d) Actively engage and appoint Vietnamese scientists to participate in international science and technology organizations, particularly those under the United Nations system.
III. IMPLEMENTATION
1. Based on Resolution No. 57-NQ/TW of the Politburo and the Government’s Action Program, ministries, ministerial-level agencies, government-affiliated agencies, and People's Committees of provinces and centrally affiliated cities shall develop and implement plans to carry out Resolution No. 57-NQ/TW and the Government’s Action Program within January 2025.
2. Ministries, ministerial-level agencies, Governmental agencies, and People’s Committees of centrally governed provinces and cities shall review existing programs and action plans related to science, technology, innovation, and digital transformation, ensuring alignment with the Government’s Action Program. Adjustments and harmonization shall be completed by 2025.
3. Ministers, heads of ministerial-level agencies, Governmental agencies, and Chairpersons of People’s Committees of provinces and centrally affiliated cities shall directly oversee and implement specific tasks and solutions, ensure security and public order, and strengthen inspection and supervision of the Government’s Action Program. They shall submit biannual progress reports to the Ministry of Science and Technology and the Ministry of Information and Communications by June 15 and December 1 for consolidation and reporting to the Government.
4. The Ministry of Science and Technology and the Ministry of Information and Communications shall lead and coordinate with relevant ministries, sectors, and localities to monitor the implementation of the Government’s Action Program, promptly report issues, and propose necessary measures to the Government and the Prime Minister to ensure synchronized and effective implementation. They shall align reporting activities with the agendas of the Party Central Committee, the Politburo, the Party Secretariat, the National Assembly, and the National Assembly Standing Committee.
5. The Ministry of Finance shall lead and coordinate with relevant ministries, sectors, and localities to ensure annual funding for the implementation of Resolution No. 57-NQ/TW.
6. If, during implementation, any revisions or supplements to specific contents of the Government’s Action Program are deemed necessary, ministries, sectors, and localities shall proactively submit proposals to the Ministry of Science and Technology and the Ministry of Information and Communications for consolidation and submission to the Government for consideration and decision./.
