DECREE
ON FUNCTIONS, TASKS, POWERS AND ORGANIZATIONAL STRUCTURE OF VIETNAM TELEVISION
Pursuant to the Law on Government Organization dated February 18, 2025;
At the request of the Minister of Information and Communications;
The Government of Vietnam promulgates a Decree on functions, tasks, powers and organizational structure of Vietnam Television.
Article 1. Position and functions
1. The Vietnam Television (VTV) is an agency directly controlled by the Government of Vietnam, the Vietnamese national radio broadcaster, a key multimedia agency tasked with disseminating guidelines and policies of the CPV and policies and laws of the State; involving in educating and raising the people's intellectual standards, and serving the people's spiritual life by TV programs, channels and other forms of press and communications.
2. The Vietnam Television is the international trade name in English and is abbreviated to “THVN” in Vietnamese and “VTV” in English.
3. The VTV is under the state management of the Ministry assigned to perform state management of the press.
Article 2. Tasks and powers
The VTV shall perform the tasks and powers defined in the Law on Government Organization and the Government’s regulations on governmental agencies and the following tasks and powers:
1. Formulate long-term, medium-term and annual strategies, programs and plans and other significant projects and schemes of the VTV, submit them to the Government or the Prime Minister for consideration and approval, and organize the implementation thereof after they are approved.
2. Do researches on and propose formulation of national standards and submit of national standards to competent authorities for consideration and publication; promulgate grassgroots standards in accordance with regulations of law.
3. Organize manufacture, transmission, broadcasting, publication and storage of TV programs, electronic newspapers and printed newspapers in accordance with regulations of law.
4. Participate in formulating strategies and planning for the development of a network of press, broadcasting, and television facilities.
5. Make decisions on and take responsibility for contents, programs and duration of daily broadcasting on channels of the VTV in accordance with regulations of law.
6. Directly manage technical systems of the VTV specialized in manufacturing contents of domestic and international programs and channels; transmitting signals thereof on telecommunications infrastructures and broadband internet; broadcasting them via satellite, terrestrial, and cable television modes; providing them on digital platforms of the VTV and others in accordance with regulations of law.
7. Provide diplomatic information in Vietnamese and foreign languages for Vietnamese people abroad and foreigners through programs, television channels, and various forms of press and media.
8. Take charge and cooperate with local television and radio broadcasting stations in developing the plan for producing programs aired on the Vietnam Television channel.
9. Manage and decide investment and construction projects within its jurisdiction in accordance with law; participate in appraising important projects and schemes within its sphere of professional knowledge as assigned by the Prime Minister.
10. The VTV shall apply the mechanism of autonomy and self-responsibility in terms of duty performance, organizational structure, and staffing; implement the performance-based financial and salary payment mechanism as for-profit state-owned enterprise.
11. Cooperate with relevant ministries and agencies in developing and proposing the VTV’s financial regime to a competent authority for promulgation in accordance with law.
12. Exercise rights and responsibilities of the representative of state capital owners to establish and contribute capital to enterprises in accordance with regulations of law.
13. Organize conduct of studies on and application of scientific and technological advancements and digital transformation in the operations of the VTV; research and develop a digital (online) television platform that applies information technology, digital technology, and digital transformation to promote audience participation and content creation.
14. Provide professional training and refresher training and provide vocational training in the fields of television and communications; promote international cooperation in the fields of television and other multimedia communications in accordance with regulations of law.
15. Decide and direct the execution of programs for administrative reform of the VTV according to targets and contents of the programs for state administrative reform approved by the Government or the Prime Minister of Vietnam.
16. Manage its organizational apparatus, public employees and workers; decide appointment, re-appointment, dismissal, commendation and disciplinary actions; direct the implementation of the salary regime and other regimes and policies on benefits, training, refresher training for public employees and workers under its management as prescribed by law.
17. Manage and use budgets and public property in accordance with regulations of law.
18. Handle complaints and denunciations within its jurisdiction; fight corruption and prevent wastefulness in accordance with regulations of law.
19. Organize activities of providing services as prescribed by law.
20. Submit reports to the Government, the Prime Minister, and the Ministry assigned to perform state management of journalism and other competent agencies in accordance with law.
21. Perform other tasks and powers in accordance with regulations of law.
Article 3. Organizational structure
1. VTV Office.
2. Department of Organization and Personnel.
3. Planning - Finance Department.
4. Inspection Department.
5. Program Department.
6. News Department.
7. Educational - Thematic Program Department.
8. Art Performance Department.
9. Ethnic Language Television Department.
10. Diplomatic Television Department.
11. Culture and Entertainment Department.
12. Sports Department.
13. Editorial Board of Multimedia Television.
14. Vietnam Television Film Center (VFC).
15. Vietnam Television Center in Ho Chi Minh City.
16. Vietnam Television Center for the Central Highlands and Mid-Central Region.
17. Vietnam Television Center for the Southwestern Region.
18. Television Technical and Art Center.
19. Digital Content Production and Development Center.
20. Technology and Broadcasting Transmission Center.
21. Advertising and Copyright Exploitation Center.
22. VTV Times.
Overseas bureaus of the VTV shall be established in accordance with regulations of law.
The units specified in clauses 1 through 4 of this Article are organizations assisting the General Director; the unit prescribed in Clause 5 of this Article is an organization assisting the General Director and producing programs; the units specified in clauses 6 through 18 of this Article and overseas bureaus are program production organizations; the unit prescribed in Clause 19 of this Article is an organization producing and providing contents on digital platforms; the unit specified in clause 20 of this Article is a program broadcasting and technology organization; the unit specified in clause 21 of this Article is a copyright exploitation and business organization; the unit prescribed in clause 22 of this Article is a press agency as well as the public service provider affiliated to the VTV.
The General Director of the VTV shall consult the Prime Minister about the establishment, dissolution and organization of other units under its jurisdiction in accordance with regulations of law and propose a list of other public service providers affiliated to the VTV to the Prime Minister for promulgation.
The Program Department is permitted to consist of no more than 10 divisions; the VTV Office is permitted to consist of no more than 08 divisions.
Article 4. Leaders
1. The VTV has a General Director and no more than 04 Deputy General Directors.
2. The General Director and Deputy General Directors shall be appointed or dismissed by the Prime Minister according to regulations of law.
3. The General Director shall take responsibility before the Government, the Prime Minister and before the law for the entire operations of the VTV; Deputy General Directors shall assist the General Director and be responsible before the General Director and the law for assigned fields.
4. The General Director shall appoint, dismiss heads and deputy entities of such heads and formulate functions, tasks, powers, organizational structures and work relations of affiliated units.
Article 5. Transitional provisions
The VTV shall continue implementing the financial mechanism as an enterprise according to applicable regulations until the Government issues a Decree on the financial mechanism of the VTV.
Article 6. Entry into force
1. This Decree comes into force as of March 01, 2025.
2. This Decree replaces Decree No. 60/2022/ND-CP dated September 08, 2022 of the Government of Vietnam on functions, tasks, powers and organizational structure of the VTV.
Article 7. Implementation
Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Presidents of the People's Committees of provinces and central-affiliated cities are responsible for implementation of this Decree.
