Decree No. 30/2025/ND-CP dated February 24, 2025 on amendments to Decree No. 07/2021/ND-CP on multidimensional poverty criteria in the period of 2021-2025

Pursuant to the Law on Government Organization dated June 19, 2015; Law on amendments to the Law on Government Organization and the Law on Organization of Local Governments dated November 22, 2019;
Pursuant to the National Assembly’s Resolution No. 108/2023/NQ-QH15 dated November 29, 2023 on thematic supervision of “Implementation of National Assembly’s Resolutions on national target programs for development of new-style rural areas in 2021 - 2025 period, sustainable poverty reduction in 2021 - 2025 period, and socio-economic development of ethnic minority and mountainous areas in 2021 - 2030 period”;
At the request of the Minister of Labour – Invalids and Social Affairs;
The Government promulgates Decree on amendments to some articles of the Government’s Decree No. 07/2021/ND-CP dated January 27, 2021 on multidimensional poverty criteria in the period of 2021-2025.
1. Clause 1 Article 1 shall be amended as follows:
“1. This Decree provides for multidimensional poverty measures; criteria for poor households, near poor households, middle-income households; criteria and procedures for review and identification of low-income workers included in the national target program for sustainable poverty reduction in 2021-2025 period and responsibilities for organization of implementation of poverty reduction-related affairs in 2021-2025 period.”.
2. Point a clause 2 Article 1 shall be amended as follows:
"a) Households and individuals.”.
3. Point d and point dd clause 2 Article 3 shall be amended as follows:
“d) Criteria for identification of low-income workers included in the national target program for sustainable poverty reduction in 2021-2025 period
A low-income worker is a member of a household (excluding members of poor households and near poor households) that has:
- monthly average income per capita of up to 2.250.000 VND in a rural area.
- monthly average income per capita of up to 3.000.000 VND in an urban area.
“dd) Criteria for poor households, near poor households, middle-income households; and criteria for identification of low-income workers included in the national target program for sustainable poverty reduction in 2021-2025 period specified in clause 2 of this Article serve as bases to measure and supervise levels of monetary deprivation and deprivation of basic social services; and identify beneficiaries of poverty reduction and social security policies and define other socio-economic policies in 2021-2025 period.”.
4. Point dd clause 7 Article 4 shall be added as follows:
“dd) Organize reviews to identify low-income workers according to procedures for identification of middle-income households operating in the fields of agriculture, forestry, fishery and salt production in 2022-2025 period; written request for identification of low-income workers according to Form No.01, decision on recognition of list of local low-income workers according to Form No.02 in the Appendix enclosed with this Decree; provide vocational training under the national target program for sustainable poverty reduction in 2021-2025 period within the central government budget and local government budgets for the intended purposes in an effective and economical manner as per law.”.
Article 2. Implementation clauses
1. This Decree comes into force from the date on which it is signed for promulgation.
2. Ministers, Heads of ministerial agencies, Heads of Governmental agencies, Chairpersons of People's Committees of provinces and central-affiliated cities and relevant organizations and individuals shall be responsible for implementing this Decree.
