Pursuant to Decree No. 26/2025/ND-CP dated February 24, 2025 of the Government on the functions, tasks, powers and organizational structure of the State Bank of Vietnam; Decision No. 295/QD-NHNN dated February 24, 2025 of the Governor of the State Bank stipulating the functions, tasks, powers and organizational structure of the Foreign Exchange Management Department; On March 1, 2025, the Foreign Exchange Management Department was established by merging the State Foreign Exchange Reserve Management Department and the Foreign Exchange Management Authority. Foreign Exchange Management Department shall perform foreign exchange market and domestic gold market operations, and make international payments for credit institutions (CIs) opening accounts at the State Bank of Vietnam (SBV).
To ensure information for the implementation process of the State Bank's operations:
1. CIs that have established foreign currency trading connection with SBV shall provide and re-register the following information in accordance with Circular No. 26/2021/TT-NHNN dated December 31, 202T.
- Application for changing information of foreign currency transactions with the SBV (According to the form prescribed in Appendix 1 of Circular 26/2021/TT-NHNN);
- Guidance on standard payment for foreign currency transactions with the SBV (According to the form prescribed in Appendix 2 of Circular 26/2021/TT-NHNN);
- Internal regulations on procedures for foreign currency transactions with the SBV
- Written description of foreign currency trading instruments used by credit institutions for interbank foreign currency transactions with the State Bank.
2. CIs, Enterprisers trading gold bars in the domestic market with the SBV must provide and re-register the following information in accordance with Circular 06/2013/TT-NHNN dated March 12, 2013:
- Application for establishment of gold bar purchase and sale relationship with the SBV (According to the form prescribed in Appendix 2 of Circular 26/2021/TT-NHNN)
- Certificate of enterprise registration or certificate of business registration
- Application for registration of signature sample of transaction representative of the CI or enterprise (according to form in Appendix 2 of Circular 06/2013/TT-NHNN)
- Authorization document of the CI or enterprise for the transaction representative in case the transaction representative is an authorized representative.
3. CIs who are members of VIETSWIFT, CIs opening foreign currency accounts at SBV shall
Update the following information:
- Name of the bank, Business Identifier Code (BIC), Standing Settlement Instructions (SSI) that are used when making payments with the SBV (applied to USD and EUR)
- Contact for international payment with SBV
- VIETSWIFT Contact
- CSP (Customer Security Program) Contact
4. CIs and enterprises mentioned above must send contact information (list of staff, phone numbers) and related documents to the Foreign Exchange Management Department, SBV before April 15, 2025.
