MOTOR VEHICLES AND THE SIMILARITIES SERVICE WORKSHOPS. GENERAL REQUIREMENTS
Preface
The TCVN 11794:2017 is compiled by the Vietnam Register, proposed by the Ministry of Transport, appraised by the Directorate for Standards, Metrology, and Quality, and published by the Ministry of Science and Technology.
MOTOR VEHICLES AND THE SIMILARITIES SERVICE WORKSHOPS. GENERAL REQUIREMENTS
This Standard prescribes requirements applied to service workshops that provide maintenance and repair services for motor vehicles and the similarities for manufacturing facilities, organizations, and individuals importing vehicles for sale, including motor vehicles, trailers, semi-trailers, low-speed vehicles, goods carrying four-wheel motor vehicles (hereinafter referred to as “vehicles”).
The following referencing document is necessary for the application of this Standard. In case the referencing document does not specify the publishing year, the latest version, including all its amendments and revisions (if any), shall prevail.
TCVN 6211 (ISO 3833), Road vehicles - Types - Terms and definitions.
This Standard utilizes terms and definitions set forth under the TCVN 6211 (ISO 3833) and the followings:
3.1. “low-speed vehicles” refer to motorized road vehicles intended for carrying passengers, fitted with 2 axles, at least 4 wheels, maximum design velocity not exceeding 30 km/h, maximum seating capacity not exceeding 15 seats (including driver’s seat) (hereinafter referred to as “four-wheeled motor vehicles”);
3.2. “goods carrying four-wheel motor vehicles” refer to motorized road vehicles, fitted with 2 axles, 4 wheels, and engine block and cargo space on the same chassis (similar to trucks with less than 3.500 kg of vehicular weight). These vehicles use petrol engines, have maximum engine capacity not exceeding 15 kW, maximum design velocity not exceeding 60 km/h, and unladen mass not exceeding 550 kg (hereinafter referred to as “four-wheeled motor vehicles”);
3.3. “maintenance” refers to a series of prescribed and mandatory preventive tasks to be taken following a definite period of operation in order to maintain vehicles in the best technical conditions;
3.4. “repair” refers to tasks or technical measures employed to restore motor vehicles to their normal operational capacity by either restoring or replacing parts, systems, or units that have been damaged or showing signs of possible damage;
3.5. “a technician” refers to an individual directly engaging in the process of vehicle inspection, maintenance, and repair;
3.6. "a work stall” refers to a space with dimensions conforming to this Standard where tools, equipment, and personnel are located for the purpose of carrying out tasks at the work stall.
4.1. Requirements for layout and areas of service workshops
4.1.1. General layout: A service workshop includes service building, administrative room, spare part storage, internal roads, car wash section, vehicle reception and return area, and industrial waste storage.
4.1.2. Service building: service building must be solid, fitted with roofs and doors (if any), and convenient, appropriate for the types of vehicles to be serviced.
4.1.3. Service building must be naturally or mechanically ventilated, fitted with lighting system appropriate to working conditions and industrial sanitation conditions, and impervious to weather conditions.
4.1.4. The minimum number of maintenance, repair areas, other areas and work stalls thereof shall conform to Schedule 1. All areas must be clearly defined and fitted with appropriate signs.

NOTE: - (1) Reception and return areas can be shared and are not required to be located in service buildings; - (2) Maintenance and repair areas are where tasks relating to the engine (if any), transmission system (if any), drivetrain, brake system, steering system (if any), suspension system, electrical system, lighting and signaling systems, and air conditioning system (if any) of vehicles are carried out. |
4.1.5. If painting and car wash areas are located in the same service building as areas for other purposes, measures for isolating these areas must be adopted in order to not affect areas for other purposes.
4.1.6. Areas of a service workshop can be located in different service buildings. These service buildings can be located in the same plot or in different plots within the same industrial complex or industrial park.
4.1.7. The minimum dimensions of work stalls for each type of vehicle to be maintained and repaired shall conform to Schedule 2.

Height of doors to service buildings, maintenance and repair work stalls, and passages intended for vehicle movement within service buildings must be sufficiently large to facilitate vehicle movement and performance of necessary activities during maintenance and repair process. |
4.2. Basic tasks in a service workshop
Basic tasks carried out in a service workshop include maintenance and repair of units, systems of vehicles and tasks named under Schedule 3 below:

4.3. Minimum equipment and tools
4.3.1. Equipment and tools for maintenance purpose (with quantity and type matching the scale of service workshop and types of vehicles to be maintained):
- Wrench sets;
- Socket wrench set;
- Pliers, hammer, screwdrivers;
- Pneumatic spanners;
- Feeler gauges;
- Compressed air cleaning tools;
- Flashlights or regular mounted flashlights;
- Tyre pressure gauges and inflators;
- Multifunction energy meters;
- Parts tray.
4.3.2. Specialized equipment and tools (with quantity and type appropriate to the scale of service workshop and types of vehicles to be maintained and repaired):
- Car lifts (in regard to service workshops that service cars, passenger vehicles with up to 16 seats, vans, pickup trucks, trucks, and special-use vehicles whose GVW is up to 3,5 tonne, and four-wheeled motor vehicles);
- Vehicle inspection pits (in regard to service workshops that service passenger vehicles with more than 16 seats, trucks, and special-use vehicles whose GVW exceeds 3,5 tonne in case the service workshops do not have suitable car lifts installed);
- Jacks, trestles;
- Waste oil collectors;
- Oil and grease pumps;
- Specialized equipment for assembly and disassembly;
- Torque testers;
- Tools and equipment for examining electrical system;
- Battery rechargers;
- Fuel system inspecting equipment (not applied to service workshops that service trailers and semi-trailers);
- Air conditioning system inspecting equipment (applied to vehicles equipped with air conditioning system);
- Engine and technical condition diagnostic equipment appropriate to types of vehicles serviced by service workshops (applied to service vehicles installed with ECU control, not applied to service workshops that service trailers and semi-trailers);
- Engine cleaning equipment (not applied to service workshops that service trailers and semi-trailers);
- Tools or equipment for measuring toe of steering wheels (not applied to service workshops that service trailers and semi-trailers);
- Bodywork maintenance and repair tools and equipment;
- Water pumps for car wash;
- Air compressors;
- Paint sprays;
- Paint curing lamp.
4.3.3. Final inspection equipment:
- Side slip testers (not applied to service workshops that service trailers and semi-trailers);
- Camber gauge (applied to service workshops that service vehicles with independent suspension system, and not applied to service workshops that service trailers and semi-trailers);
- Wheel alignment turntable plates for steering wheels (not applied to service workshops that service trailers and semi-trailers);
- Brake force meters;
- Headlamp testers (able to inspect luminous intensity expressed in Cd or Cd multiple and vertical, horizontal beam deviations). Headlight deviation test can be carried out using plotted screen (not applied to service workshops that service trailers and semi-trailers);
- Exhaust analyzers (appropriate to types of fuel used by the vehicles, and not applied to service workshops that service trailers and semi-trailers).
4.3.4. Final inspection equipment must undergo maintenance in order to maintain operational conditions and be regularly inspected.
4.3.5. All transmission machinery must be properly shielded.
4.4.1. A service workshop must employ at least one chief technician. The chief technician must possess training certificates or degrees pertaining to vehicular maintenance and repair techniques or similar and have at least 5 years of experience.
4.4.2. Technicians are able to skillfully complete the tasks at hand. The number of technicians varies depending on the scale of the service workshop as long as at least 1 technician is guaranteed for every work stall.
4.4.3. Technicians conducting final inspection must be aware of regulations on technical safety and environmental protection for motorized vehicles and skillfully operate final inspection equipment. All technicians assigned to test drive must possess appropriate and valid driver's license.
4.5.1. Regulations on task execution and forms
- Service workshops must develop and apply regulations on task execution and forms involved in actual operation;
- Regulations on task execution must be developed by service workshops, match the scale and model of operation, specify responsibilities, details and step-by-step execution from reception to final inspection and return of vehicles, satisfy maintenance and repair and spare parts replacement quality control, and conform to regulations of manufacturing facilities, assembly facilities, and importers (if any).
4.5.2. Regulations on post-repair and maintenance warranty
- Service workshops are responsible for quality and origin of spare parts provided for their customers;
- Service workshops are mandated by commitment to provide warranty for all maintenance, repair jobs and spare parts that they have provided. This commitment must be adequately and publicly sent to customers by service workshops.
4.5.3. Document storage system
Service workshops must develop and implement regulations on storage of dossiers on vehicles, including:
- Sections in charge of storage;
- Types of documents to be stored and storage methods corresponding to each type of documents. Storage can be done on computer or on paper. Service workshops shall store documents pertaining to maintenance and repair which include the following information: license plates (if any), chassis number (VIN), date of entry, date of release, implemented tasks;
- Storage duration: at least 12 months from the release date of the vehicles.
