FIRE PROTECTION - FIRE PROTECTION EQUIPMENTS FOR BUILDING AND CONSTRUCTION - EQUIPMENT, INSTALLATION
Foreword
TCVN 3890:2023 supersedes TCVN 3890:2009.
TCVN 3890:2023 is developed by the Central Department of Fire safety, Firefighting, and Rescue, requested by the Ministry of Public Security, appraised by the Directorate for Standards, Metrology and Quality and issued by the Ministry of Science and Technology.
FIRE PROTECTION - FIRE PROTECTION EQUIPMENTS FOR BUILDING AND CONSTRUCTION - EQUIPMENT, INSTALLATION
1 Scope
1.1 This standard provides for installation and equipment of fire protection equipment, fire protection systems for buildings, constructions, urban areas, economic zones, industrial parks, industrial clusters, export-processing zones, hi-tech zones and other dedicated areas as prescribed [5], when:
- The construction is carried out;
- The renovation aims to increase scale or repurpose rooms, buildings and constructions;
- The renovation aims to increase scale of economic zones, industrial parks, industrial clusters, export-processing zones, hi-tech zones and other dedicated areas according to regulations [5].
- Fire and explosion hazard classes of rooms, buildings and construction are changed in a manner that increases the fire hazard.
1.2 In addition to complying with this standard, buildings and constructions shall comply with the technical regulation or standard specific to each type of building/construction. In the case of any discrepancy between this standards and other regulations, the more stringent regulations shall prevail.
1.3 For buildings and constructions on which specific regulations are unavailable, foreign or international fire safety standards may be applied in accordance with prevailing regulations or guidelines of the ministerial fire authority.

3 Terms and definitions
The terms and definitions in TCVN 4530, TCVN 4879, TCVN 5307, TCVN 5684, TCVN 5738, TCVN 6100, 6101, TCVN 6223, TCVN 6305 (all parts), TCVN 7026, TCVN 7027, TCVN 7161 (all parts), TCVN 7336, TCVN 7435 (all parts), TCVN 7568-1, TCVN 12110, TCVN 12314-1, TCVN 13316 (all parts), TCVN 13332, TCVN 13333 and TCVN 13456, and the following terms and definitions apply:
3.1
“Fire protection equipments” mean
Those include motor vehicles, equipment, machinery, tools, chemicals and support instruments used for fire protection and human and property rescue.
3.2
“Automatic fire extinguishing system” means
A fire extinguishing system that is automatically activated to discharge its extinguishant when the controlled factor(s) of the fire exceed the established threshold values in the protected zone and has the functions of monitoring the discharge and stopping/stopping activation of the discharge of its extinguishant.
NOTES:
- Monitoring signals must be transmitted to the fire alarm control panel;
- The function of discharge/activation stopping must be triggered manually.
3.3
“Hose reel” consists of
Specialized equipment including a turn off valve, a hose guide, and nozzle is installed and ready to deploy to deliver water to the fire.
3.4
“Outdoor fire fighting water supply system” means
A system of specialized equipment installed outside a building to supply water for firefighting purposes.
3.5
“Local fire alarms device” means
A device that automatically detects fire and issues an alarm using audible signals.
NOTE: Local fire alarms devices, when installed in the same building and construction, must be connected, ensuring that all fire alarms are emitted when one device is activated.
3.6
“Initial fire fighting facilities” consist of
Sand barrels and drums; shovels; blankets.
3.7
“Filter masks” mean
Personal protective equipment which is intended for protecting the user's respiratory system against smoke and noxious gases for a period of time and at certain concentrations of oxygen in the air.
3.8
“Self-contained Breathing Apparatus” means
Personal protective equipment consisting of a full-face mask and a respirator used to protect the user's respiratory system against airborne contaminants.
3.9
“Construction” means
A product created by human labor and with building materials and equipment installed therein, affixed to land, which possibly includes underground and surface components, underwater and water surface components and constructed according to design.
3.10
“Building” means
A structure whose primary function is to shelter, protect people or objects therein and which is partially or entirely covered and built on a fixed location.
3.11
“Multi-function building” means
A building that has multiple functions (e.g., a building can be designed for use as an office, for rendering commercial services, serving public activities, and may contain accommodations)
NOTE: A multi-function building must comply with regulations on equipment and installation of fire protection equipment applicable to multi-function buildings if the floor area dedicated to each occupancy of the building does not exceed 70% of the total floor area of said building (not including floor area used for technical system, fire protection, fire emergency holding areas, and parking).
3.12
“Production building” means
A building where production activities are conducted and humans are enabled to work and operate equipment.
3.13
“Cold storage” means
One or more rooms which are insulated and cooled to keep food and goods at a specified temperature.
3.14
A space contained within a building that serves a definite purpose and is limited by structures.
3.15
“Height for fire prevention and fighting”
The height specified in this standard means the height for fire prevention and fighting of a building (excluding the topmost technical floor) and is:
- The maximum distance from fire lane to the lowest point of the opening (window) on the exterior wall of the highest storey:
- Half of total distance from fire lane to the floor and to the ceiling of the topmost storey - if no openings (windows) are located on the exterior wall.
NOTE 1: If roof is utilized, the height for fire prevention and fighting of the building is the greatest distance from fire lane to the highest point of the wall surrounding the roof.
NOTE 2: When determining the height for fire prevention and fighting, the roof shall not be counted if it is not regularly occupied by humans.
NOTE 3: If balcony (loggia) or enclosing structures (guardrail) are available, height for fire prevention and fighting is the greatest distance from fire lane to the highest point of the guarding structures (guardrail).
3.16
“Occupied roof” means
A roof which is regularly occupied by humans (at least 2 consecutive hours or at least 6 hours within a period of 24 hours).
3.17
“Technical floor” means
A storey or a part thereof where technical rooms or technical equipment of the building is located. A technical floor can be a basement, a semi-basement, an attic, the topmost storey, or any storey in-between.
3.18
“Attic" means
A storey located in the space directly beneath the pitched roof where a part or the entire vertical surface of the storey is created by roof pitches or gables while the height (from the floor) of the surrounding walls (if any) must not exceed 1.5 m.
3.19
“Number of floors” means
The number of above-ground floors (including technical floors, roof access) and semi-basements, excluding the attic.
NOTES:
Roof access does not contribute towards the number of floor of a construction when its sole use is to shelter stairwell/elevator shaft and cover technical equipment (if any) of the construction and when roof access area does not exceed 30% of roof area.
With respect to a single-family home, a mezzanine shall not be counted as a storey of that house if the floor area of such mezzanine does not exceed 65% of the floor area of the storey underneath.
With respect to an industrial building, the floor of each supporting platform and mezzanine that is located at any elevation and does not exceed 40% of a storey’s area shall not contribute towards the number of storeys of such industrial building.
With respect to houses, home-type structures or buildings with multiple stories built on floor levels (exclusive of single-family homes and industrial buildings), mezzanines are not counted as stories thereof only when they are designed for use as technical spaces (e.g. technical floor levels at the beds of swimming pools, floor levels where generators are placed or other equipment) and their floor area does not exceed 10% of the floor area of the storey underneath and does not exceed 300 m2. In a construction, only one mezzanine, which is not counted as a storey of the construction, is allowed.
3.20
“Volume”
The volume specified in this standard means the volume of an independent house, construction/construction item. It is calculated according to TCVN 9255.
3.21
"Area”
The area specified in this standard means the total floor area of a house, construction/construction item independent of its structure. It is calculated according to TCVN 9255.
NOTE: If the buildings have maintained the safety distance for fire prevention and fighting, escape and fire spread prevention and is connected by passage-way (bridge), the calculation of the separate area and volume of each building is permitted.
4 General provisions
4.1 Buildings, constructions and fire compartments shall, according to the nature of functional fire hazard, be classified into F1, F2, F3, F4 and F5 classes; buildings, constructions and rooms with manufacturing and storage occupancies shall, according to fire and explosion hazards, be classified into A, B, C, D and E classes as prescribed [17].
4.2 Buildings, constructions, items/zones, rooms, chambers and equipment (hereinafter referred to as “buildings and constructions”), urban areas, economic zones, industrial parks, industrial clusters, export-processing zones, hi-tech zones and other dedicated areas as prescribed [5] shall, regardless of their owner and managing unit of a legal entity, be provided with fire protection equipment and systems in accordance with the regulations set out in this standard.
4.3 Types of fire fighting equipment, fire fighting methods and types of extinguishants must be selected in a manner that is relevant to the nature and degree of fire hazards in buildings and constructions, to each type of fire and to capacity and efficiency of fire fire-fighting facilities and each type of extinguishant specified in 4.4 and related applicable technical standards.
4.4 The fire-fighting efficiency of extinguishants is provided in Table 1.

NOTE: Fire is classified according to TCVN 4878 and TCVN 5760. “++” means Very effective. “+” means appropriate for fire extinguishing. “-” means inappropriate for fire extinguishing. BC powder is used to extinguish class B and C fires. ABC powder is used to extinguish class A, B and C fires. ABCD powder is used to extinguish class A, B, C and D fires. |
- Gaseous extinguishants are only used in areas where the extinguishing concentration is maintained for the specified hold time in accordance with TCVN 7161-1, TCVN 6101 and TCVN 13333. CO2 extinguishant is only used in normally unoccupied areas.
4.5 When the renovation is carried for the purpose of scale increase or repurposing or the fire hazard and explosion class of the rooms, buildings and constructions are changed in a manner that increases the fire hazard of such rooms, buildings and constructions, this standard shall be applied accordingly.
4.6 The whole building should be equipment with an automatic fire extinguishing system if the total area of the building’s rooms subject to automatic fire extinguishing system equipment is 40% or more of the total floor area of that building.
4.7 If the building’s rooms belonging to functional fire hazard class F5 (excluding F5 rooms in the building belonging to other functional fire hazard category, the automatic fire extinguishing system have been equipped with an automatic fire extinguishing system inter-connected with the fire alarm control panel, automatic fire detectors are not required to be installed (other equipment of the automatic fire alarm system must be installed according to regulations).
4.8 Buildings and constructions must be equipped with fire protection equipment and systems by relying on the analysis of their functions, nature of fire hazards and other factors related to the protection of people and property. Buildings and constructions other than those specified in Annexes A, B, C, D, E, F and G are required to be equipped with fire protection equipment and systems which are the same as those intended for buildings and constructions of similar purposes.
4.9 Automatic fire alarm systems or devices intended for buildings must be connected to the fire database management system and incident reporting system of the fire police authority according to regulations [9], [10].
4.10 When determining the equipment of an automatic fire extinguishing system and/or automatic fire alarm system, select an appropriate system for the entire building first (Table A.1), then for each item/area (Table A.2) and rooms in the building (Table A.3) as well as equipment located within a construction (Table A.4).
4.11 The buildings not divided or divided into rooms by frame structures: walls and floors with a fire-resistance rating less than REI 45, partitions with a fire-resistance rating less than REI 45 shall be equipped with an automatic fire alarm system and/or automatic fire extinguishing system corresponding to the room according to Table A.3.
4.12 In the buildings and constructions specified in Annex A must be equipped with an automatic fire extinguishing system and/or automatic fire alarm system, apart from the premises:
- Production areas involving wet processes, swimming pools, showers, wash rooms, toilets;
- Rooms of class D of fire hazard;
- Single-loaded corridors;
- Stairwells;
- Pressurizes fire protection vestibules;
- Areas in which there are no fire hazards.
4.13 Apartments of buildings belonging to F1.3 category with a height of no more than 75 m are only required to be equipped with sprinklers of the water automatic fire extinguishing system at the door of the apartments (installed inside the apartment).
4.14 Fire protection equipment and systems specified in this standard must be inspected and maintained on a periodic basis in compliance with regulations of law and related applicable technical regulations or instructions of the manufacturer.
4.15 In some specific cases, several requirements of this standard applicable to specific constructions may be replaced when there is a technical justification for complementary and alternative solutions and grounds of those solutions to ensure fire safety of the constructions. This justification must be approved by the ministerial fire authority.
5 Regulations on Equipment and installation of fire protection equipment and systems.
5.1 Equipment and installation of fire extinguishers.
5.1.1 Equipment and installation of portable and wheeled fire extinguishers.
5.1.1.1 All areas in buildings and constructions, including areas equipped with fire extinguishing systems, must be equipped with portable or wheeled fire extinguishers.
5.1.1.2 The selection, equipment and installation of fire extinguishers shall comply with the regulations laid down in Articles 6 and 7 of TCVN 7435-1.
5.1.1.3 For narrow and long areas or areas with different and adjacent floor levels, a fire extinguisher must be installed so that the travel distance from the position of a fire extinguisher to the farthest point to be protected does not exceed that specified in 5.1.1.2.
5.1.1.4 On the same floor or storey, if the premises is separated into different areas by walls, partitions or other obstacles without any passage-way, fire extinguishers must be installed separately in accordance with 5.1.1.2 and 5.1.1.3.
5.1.1.5 The number of fire extinguishers reserved must not be less than 10% of the total number of fire extinguishers intended for replacement where necessary (no more than 100 of each type).
5.1.1.6 Fire extinguishers must be placed in conspicuous and easily accessible locations and should be red. If it is difficult to identify them, signs that show their locations may be used and the regulations set out Article 5 of TCVN 7435-1 shall be complied with. Fire extinguishers must not be placed in a single location, except for the case where they are placed in a storage area in accordance with 5.1.1.5.
Fire extinguishers should be always available for immediate use and located:
a) where they will be readily seen by any person following an escape route;
b) most suitably, near to room exits, stairways, corridors, and passage-ways;
c) in similar positions on each floor, where floors are of similar appearance.
Fire extinguishers should not be located:
a) where a potential fire might prevent access to them;
b) close to heating appliances that might affect quality and efficiency of the extinguishers;
c) in concealed positions behind doors, in cupboards or deep recesses;
d) where they might cause obstruction to exit routes;
e) in positions in rooms or corridors away from exit routes unless they are necessary to cover a particular hazard;
f) where they might be damaged by daily activities.
5.1.1.7 Portable and wheeled fire extinguishers must have the functions and meet the specifications specified in TCVN 7026 and TCVN 7027.
5.1.2 Equipment and installation of hanging type automatic diffusion dry-powder fire extinguishers
5.1.2.1 Hanging type automatic diffusion dry-powder fire extinguishers must conform to TCVN 12314-1.
5.1.2.2 Based on the actual conditions of buildings and constructions, they may be wall or ceiling mounted with an appropriate height to effectively cover the area to be protected as announced by the manufacturer. In any case, the distance from the temperature sensor to the ceiling should not exceed 40 cm.
5.1.2.3 Hanging type automatic diffusion dry-powder fire extinguishers may be installed in kitchen areas of restaurants, boiler rooms and laundry areas with an area not exceeding 100 m2. If installed in an area of more than 100 m2, it is recommended that such area be divided into the areas by a fire separating wall (with a fire-resistance rating at least REI 45) or a fire separating partition (with a fire-resistance rating at least EI 45), each of which must not exceed 100 m2.
5.1.3 Equipment and installation of automatic activated fire extinguishers - fire suppression cylinders
5.1.3.1 Automatic activated fire extinguishers - fire suppression cylinders must conform to TCVN 12314-2.
5.1.3.2 An automatic gas fire extinguishing system may be replaced with an automatic activated fire extinguisher - fire suppression cylinders (design it in such a way that the discharge monitoring function is added and discharge signals are transmitted to the fire alarm control panel) in normally unoccupied areas with an area not exceeding 100 m2. If installed in an area of more than 100 m2, it is recommended that such area be divided into the areas by a fire separating wall (with a fire-resistance rating at least REI 45) or a fire separating partition (with a fire-resistance rating at least EI 45), each of which must not exceed 100 m2.
5.2 Equipment and installation of automatic fire alarm systems and local fire alarms devices.
5.2.1 The list of buildings; items/areas; rooms and equipment to be protected by automatic fire alarm systems and local fire alarms devices is provided in Annex A.
5.2.2 The selection and equipment of local fire alarms devices shall be carried out as similar devices of an automatic fire alarm system.
5.2.3 Technical specifications for automatic fire alarm systems are specified in TCVN 5738 and TCVN 7568.
5.3 Equipment and installation of automatic fire extinguishing systems and equipment.
5.3.1 The list of buildings; items/areas; rooms and equipment subject to equipment and installation of automatic fire extinguishing systems and equipment is provided in Annex A.
NOTE: Automatic activated fire extinguishing equipment includes automatic diffusion fire extinguishers - hanging type dry powder fire extinguishers and automatic activated fire extinguishers - fire suppression cylinders.
5.3.2 Extinguishants used in automatic fire extinguishing systems must have fire-fighting efficiency suitable for any type of fire of area to be protected as prescribed in Article 4.3 and in accordance with the requirements for protection.
5.3.3 Upon installation of an automatic fire extinguishing system that discharges an extinguishant which is dangerous to humans, it is required to determine the escape time to ensure the last person to escape the room or area to be protected before the automatic system releases the extinguishant. Other regulations on selection and installation of automatic fire extinguishing systems are enshrined in TCVN 5760, TCVN 6101, TCVN 6305, TCVN 7161, TCVN 7336, TCVN 13333 and other related Vietnam standards issued by the supervisory Ministry.
5.4 Equipment and installation of indoor hose reel systems and outdoor fire fighting water supply systems.
5.4.1 Equipment and installation of indoor hose reel systems.
5.4.1.1 Buildings must be equipped with indoor hose reel systems specified in Annex B.
5.4.1.2 Indoor hose reel systems of production buildings, warehouses with high fire hazard, buildings with a height of 25 m or more, markets, shopping malls, supermarkets, hotels, discotheques, karaoke businesses, bars, night clubs, railway stations, seaport service buildings, inland port service buildings, theaters and cinemas must regularly have water which is maintained at a pressure that facilitate automatic activation of such systems.
5.4.1.3 The indoor hose reel system may be installed separately or in combination with the water automatic fire extinguishing system. The indoor hose reel system must have breeching inlets installed outside to take water from the fire engine pump or portable fire pump.
5.4.1.4 The indoor hose reel system shall not be equipped in buildings, areas and rooms that use or store substances which, in contact with water, may cause fire, explosion or widespread flame.
5.4.2 Equipment and installation of outdoor fire fighting water supply systems.
5.4.2.1 Outdoor fire fighting water supply systems shall be equipped according to the regulations set out in Annex C.
5.4.2.2 Where the fire hydrants can cover any point of a building or construction along its width and cover radius of each hydrant which does not exceed 200 m along the path of travel of the fire hoses outside the building, from the fire hydrant or water intake area of ponds, lakes, rivers or public water tanks, if:
- The flow rate and volume of fire fighting water are achieved according to regulations, the outdoor fire fighting water supply system is not required.
- The flow rate and volume of fire fighting water are not achieved according to regulations, the outdoor fire fighting water supply system is required (when calculating the flow rate of the outdoor fire fighting water supply system, it is permissible to combine different water sources).
5.4.2.3 The combination of the outdoor fire fighting water supply systems and the domestic and production water supply system is permitted.
5.5 Installation and equipment of fire-fighting vehicles.
5.5.1 Warehouses, airports, seaports, key economic, political and social - cultural establishments, industrial parks, export-processing zones, hi-tech zones and industrial clusters shall, in addition to the fire extinguishing system, be equipped with fire-fighting vehicles according to TCVN 13316 Fire protection - Fire fighting vehicles (all parts), national standards, international and foreign standards permitted for application in Vietnam. The minimum number of fire-fighting vehicles to be equipped is prescribed in Annex D.
5.5.2 Fire engines, fire boats and portable fire pumps for buildings and constructions must:
a) have specifications and performance relevant the type of buildings and constructions to be protected;
b) have extinguishants, attached instruments and equipment in accordance with regulations;
c) Portable fire pumps must meet the technical specifications specified in TCVN 12110.
5.6 Equipment and installation of rudimentary demolition facilities and tools; filter masks and self-contained breathing apparatus
5.6.1 Equipment and installation of rudimentary demolition facilities and tools.
5.6.1.1 Buildings and constructions must be equipped with rudimentary demolition facilities and tools specified in Annex E.
5.6.1.2 Rudimentary demolition facilities and tools for buildings and constructions must be located in the area dedicated for storing fire-fighting equipment.
5.6.2 Equipment and installation of filter masks and self-contained breathing apparatus.
5.6.2.1 Buildings and constructions must be equipped with filter masks and self-contained breathing apparatus specified in Annex F. It is recommended that other buildings and constructions such as apartment buildings, hospitals, offices, theatres, cinemas, etc. be equipped with filter masks.
5.6.2.2 Filter masks for buildings and constructions must be located in equipment cabinets in the escape corridor on each floor; self-contained breathing apparatus must be located in the fire command center in a conspicuous and easily accessible position following the manufacturer's instructions.
5.6.2.3 Filter masks must have filters in accordance with applicable standards and technical regulations [19]. Self-contained breathing apparatus must have a full face mask that meets the requirements specified in TCVN 13332.
5.7 Equipment and installation of emergency and exit lighting equipment; public address and evacuation instruction systems.
5.7.1 Equipment and installation of emergency and exit lighting equipment.
5.7.1.1 Equipment and installation of emergency and exit lighting equipment shall be equipped in all buildings and constructions (except for single-family homes)
5.7.1.2 The selection and installation of emergency and exit lighting equipment are specified in TCVN 13456.
5.7.2 Equipment and installation of public address and evacuation instruction systems
5.7.2.1 Buildings and constructions must be equipped with public address and evacuation instruction systems specified in Annex G.
5.7.2.2 Public address and evacuation instruction systems shall be such that all occupants in buildings and constructions could clearly hear the alarm and instructions in case of emergency.
5.7.2.3 Audible signals of public address and evacuation instruction systems must have a total sound level (sound level of the continuous noise together with the sound from the warning signals generated) of at least 75 dBA at 3 m distance from the alarm signal, but no more than 120 dBA in any position.
5.7.2.4 The audible signals of public address and evacuation instruction systems must produce a sound level at least 15 dBA above the sound level of the continuous noise in a room. The sound level shall be measured at a height of 1.5 m from the floor.
5.7.2.5 In a sleeping room, audible signals of public address and evacuation instruction systems shall produce a sound level at least 15 dBA above the sound level of the continuous noise in the room but the total sound level must be at least 70 dBA and no more than 120 dBA. The sound level shall be measured at the head pillow level.
5.7.2.6 Wall-mounted fire alert loudspeakers and evacuation alert control equipment must be arranged such that their upper part is at least 2.3 m from the floor and at least 0.15 m from the ceiling.
5.7.2.7 In areas where people are protected by noise cancellation devices and rooms where the noise exceeds 95 dBA, the public address and evacuation instruction systems must include light alarm. The use of flashing alarm equipment is permitted.
5.7.2.8 Voice alert loudspeakers and evacuation equipment must produce a sound with a frequency in the range from 200 Hz to 5 000 Hz.
5.7.2.9 The number of voice alert loudspeakers and evacuation equipment, their installation and capacity shall be such that the sound level in all areas conforms to the regulations enshrined in this standard.
5.8 Installation and equipment of initial fire fighting facilities.
5.8.1 Initial fire fighting facilities for warehouses, shops and production facilities are specified in Annex H.
5.8.2 Initial fire fighting facilities for petroleum and petroleum products terminals, filling stations, petroleum storages, terminals and pipelines, and LPG stations are specified in TCVN 5307, TCVN 4530, TCVN 5684, TCVN 6223 and other related Vietnam standards issued by the supervisory Ministry.
5.8.3 For other facilities, the equipment of initial fire fighting facilities shall depend on the conditions and requirements of each facility.
5.8.4 Initial fire fighting facilities shall be located in each area which is fit for their intended use in a manner that they do not obstruct escape routes, passage-ways and other activities; are protected from sun, rain and environmental destruction. Each sand container shall come with at least 2 shovels. Fire-fighting sand containers shall be covered to prevent the entry of dirty objects.
5.8.5 Initial fire fighting facilities should be painted red.
