ELABORATING THE LAW ON FIRE AND RESCUE AND DECREE NO. 105/2025/ND-CP DATED MAY 15, 2025 OF THE GOVERNMENT OF VIETNAM ELABORATING THE LAW ON FIRE AND RESCUE
Pursuant to the Law on Government Organization dated February 18, 2025;
Pursuant to the Law on People’s Public Security Force dated November 20, 2018; Law on amendments to the Law on People’s Public Security Force dated June 22, 2023;
Pursuant to the Law on Fire and Rescue dated November 29, 2024;
Pursuant to Decree No. 02/2025/ND-CP dated February 18, 2025 of the Government of Vietnam on functions, tasks, entitlements, and organizational structure of the Ministry of Public Security of Vietnam;
Pursuant to Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government of Vietnam elaborating the Law on Fire and Rescue;
At the request of the Director of the Fire and Rescue Police Department;
The Minister of Public Security of Vietnam hereby promulgates the Circular elaborating the Law on Fire and Rescue and Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government of Vietnam elaborating the Law on Fire and Rescue.
This Circular elaborates the Law on Fire and Rescue and Decree No. 105/2025/ND-CP dated May 15, 2025 of the Government of Vietnam, specifically:
1. Elaboration on the Law on Fire and Rescue includes:
a) Clause 4 Article 42 on the provision of fire and rescue instruments for grassroots fire and rescue forces, specialized fire and rescue forces, and civil defense forces;
b) Clause 3 Article 43 on the management and maintenance of fire and rescue instruments (management and maintenance of fire and rescue instruments of fire and rescue police forces according to Circular No. 37/2025/TT-BCA dated May 15, 2025 of the Minister of Public Security of Vietnam).
2. Elaboration on Decree No. 105/2025/ND-CP includes:
a) Clause 7 Article 9 on authority to appraise fire prevention and firefighting designs of police authorities;
b) Clause 3 Article 13 on the authority to conduct fire prevention and firefighting inspection of police authorities;
c) Clause 6 Article 15 on the authorities to develop and approve fire and rescue plans and rescue plans of police authorities;
d) Clause 6 Article 23 on the authority to issue licenses to sell fire and rescue instruments;
dd) Clause 6 Article 28 and Clause 2 Article 30 on training and advanced training in fire and rescue.
The following appendixes are promulgated together with this Circular:
1. Appendix I: List and quantity of fire and rescue instruments for civil defense forces, grassroots fire and rescue forces, and specialized fire and rescue forces.
2. Appendix II: Maintenance of motorized fire and rescue vehicles.
3. Appendix III: Maintenance of common fire instruments, rescue instruments, rescue devices/instruments, extinguishants, and communication devices for fire and rescue.
4. Appendix IV: Maintenance of uniforms and personal protective equipment for fire and rescue.
5. Appendix V: Maintenance of separate fire alarm devices, fire alarm system devices, public address and evacuation system devices, firefighting system devices, and emergency lighting and exit signage devices.
6. Appendix VI: Forms.
Article 3. Provision of fire and rescue instruments for civil defense forces
1. Fire and rescue instruments provided for civil defense forces shall comply with the list and quantity prescribed in Appendix I enclosed with this Circular.
2. Commune-level People’s Committees shall provide fire and rescue instruments for civil defense forces according to Clause 1 of this Article.
Commune-level People’s Committees may, based on the requirements for assurance of fire and rescue safety and capacity for ensuring the local budget, increase the quantity and types of fire and rescue instruments and other necessary instruments and devices for civil defense forces to implement their tasks.
1. Fire and rescue instruments provided for grassroots fire and rescue forces and specialized fire and rescue forces shall comply with the list and quantity prescribed in Appendix I enclosed with this Circular.
2. Heads of establishments shall decide or request competent persons to decide on the provision of fire and rescue instruments for grassroots fire and rescue forces and specialized fire and rescue forces within their management scope according to Clause 1 of this Article.
Heads of establishments shall, based on the requirements for assurance of fire and rescue safety in their establishments, decide or request competent persons to decide on the increase in the quantity and types of fire and rescue instruments and other necessary instruments and devices for grassroots fire and rescue forces and specialized fire and rescue forces to implement their tasks.
3. Funding for the provision of fire and rescue instruments for grassroots fire and rescue forces and specialized fire and rescue forces shall comply with Clause 8 Article 20 of Decree No. 105/2025/ND-CP .
Funding for the provision of fire and rescue instruments for grassroots fire and rescue forces and specialized fire and rescue forces of agencies and organizations funded by state budget shall be provided by the state budget and comply with the law on the state budget.
MANAGEMENT AND MAINTENANCE OF FIRE AND RESCUE INSTRUMENTS
Article 5. Locations and places for management and maintenance of fire and rescue instruments
1. Fire and rescue instruments are managed and maintained in specific buildings, warehouses, wharves, ship locks, ports, or other locations decided by competent persons that meet the following requirements:
a) Buildings and warehouses used for storing fire and rescue instruments must have roofs and surrounding walls; be dry, well-ventilated, and clear; ensure security and order; have lighting systems; and be provided with common firefighting instruments;
b) Stations, ship locks, and ports used for storing fire and rescue instruments must ensure security, order, and fire safety.
2. Fire trucks, fire and rescue vehicles, and fire pumps must be placed in buildings and warehouses; fireboats and rescue boats must be anchored at wharves, ports, or other locations, ensuring safety, order, and fire safety. Other fire and rescue instruments must be placed at locations and places that meet the requirements prescribed in Clauses 1 and 3 of this Article or placed in the storage compartments of fire trucks, fire and rescue vehicles, fireboats, and rescue boats, ensuring fire and rescue readiness.
3. Unused fire and rescue instruments must be maintained in specific buildings, warehouses, or locations/places for fire and rescue instrument management in a manner appropriate to each type of instrument.
Article 6. Maintenance of fire and rescue instruments
1. The maintenance of fire and rescue instruments shall comply with Clause 3 of this Article and be decided by the heads of establishments in terms of the time and location for the maintenance in accordance with each instrument type and guidelines of the manufacturers (if any), ensuring such instruments' fire and rescue readiness.
Motorized fire and rescue vehicles and self-contained breathing apparatus shall be maintained every day or during and after each use.
2. Where fire and rescue instruments are subject to specific technical regulations or standards concerning the maintenance, comply with such regulations and standards.
3. The maintenance of fire and rescue instruments shall comply with Appendixes II, III, IV, and V enclosed with this Circular and the manufacturers’ guidelines (if any).
4. At the end of the maintenance, the persons assigned to manage fire and rescue instruments shall record the maintenance results in the fire and rescue instrument monitoring logs following Form No. 01 in Appendix VI enclosed with this Circular.
Fire and rescue instrument monitoring logs are documents in the establishments' dossiers on fire and rescue operations as per regulation.
Article 7. Statistics and reports on management and maintenance of fire and rescue instruments
Statistics and reports on the management and maintenance of fire and rescue instruments shall be integrated into the establishments’ reports on the results of fire and rescue operations following Form No. PC04 in Appendix VIII enclosed with Decree No. 105/2025/ND-CP , ensuring the following contents:
1. Results of the management and maintenance (quantity, quality, types, and maintenance of the provided fire and rescue instruments).
2. Results of the implementation of requests and suggestions of competent authorities concerning the management and maintenance of fire and rescue instruments (if any).
3. Proposals and suggestions on measures to improve the effectiveness of the management and maintenance of fire and rescue instruments.
1. Responsibilities of heads of establishments:
a) Organize, direct, and inspect the management and maintenance of fire and rescue instruments under their management;
b) Organize for officials, staff, and employees under their management to learn how to use provided fire and rescue instruments;
c) Assign and determine the responsibilities of persons assigned to manage and maintain fire and rescue instruments;
d) Inspect, handle, or request competent authorities to handle violations in the management and maintenance of fire and rescue instruments according to the law;
dd) Provide adequate funding for the management and maintenance of fire and rescue instruments under their management.
2. The owners of households and individuals prescribed in Clause 2 Article 43 of the Law on Fire and Rescue shall maintain their provided fire and rescue instruments to ensure they are usable upon fires, accidents, or incidents.
Article 9. Authority to appraise fire prevention and firefighting designs of police authorities
1. The Fire and Rescue Police Department shall appraise the fire prevention and firefighting designs for facilities prescribed in Appendix III enclosed with Decree No. 105/2025/ND-CP , specifically:
a) Facilities under the authority to decide and approve the investment guidelines of the National Assembly of Vietnam and Prime Minister of Vietnam according to investment laws, public investment laws, and public-private partnership investment laws;
b) Facilities of projects with special-grade facilities according to construction laws;
c) Headquarters and offices of units of agencies of the Ministry of Public Security of Vietnam and facilities of projects with grade-I facilities upon requests from investors or owners of facilities;
d) Construction facilities in the administrative boundaries of 2 or more provinces or centrally affiliated cities;
dd) Civil facilities with a fire prevention and firefighting height of more than 150 m;
e) Large-scale and technically complicated facilities included in the list prescribed by construction laws;
g) Facilities using fire prevention and firefighting technologies, devices, and systems not subject to any technical regulation or standard of Vietnam.
2. Fire and rescue police divisions of provincial police authorities shall appraise the fire prevention and fire fighting designs for specific facilities and traffic vehicles, specifically:
a) Facilities prescribed in Appendix III enclosed with Decree No. 105/2025/ND-CP in areas under their management, excluding facilities prescribed in Clause 1 of this Article;
b) Traffic vehicles prescribed in Appendix III enclosed with Decree No. 105/2025/ND-CP of agencies, organizations, and individuals with headquarters, representative offices, and branches registered for business or manufacturing, assembly, construction, or modification in areas under their management;
c) Facilities in areas under their management with fire prevention and firefighting commissioning results approved by the Fire and Rescue Police Department undergoing repurposing or modification during use, leading to changes to fire safety conditions according to Clause 3 Article 9 of Decree No. 105/2025/ND-CP .
Article 10. Authority to conduct fire prevention and firefighting inspections of police authorities
Fire and rescue police divisions of provincial police authorities shall manage the fire prevention and firefighting operations of establishments included in Appendix II enclosed with Decree No. 105/2025/ND-CP ; conduct regular and irregular fire prevention and firefighting inspections for establishments, facilities, and vehicles prescribed in Point a Clause 2 Article 13 of Decree No. 105/2025/ND-CP following the procedures prescribed in Clause 3 Article 14 of Decree No. 105/2025/ND-CP .
Article 11. Authority to issue licenses to sell fire and rescue instruments
Fire and rescue police divisions of provincial police authorities shall licenses to sell the fire and rescue instruments prescribed in Section 1 of Appendix V enclosed with Decree No. 105/2025/ND-CP .
Fire and rescue police divisions of provincial police authorities shall organize the development and approval of fire and rescue plans and rescue plans of police authorities according to Clauses 3 and 4 Article 15 of Decree No. 105/2025/ND-CP.
After the fire and rescue plans of police authorities are approved, units directly developing such plans shall develop fire and rescue strategy sheets following Form No. 02 in Appendix VI enclosed with this Circular.
Article 13. Training and advanced training in fire and rescue
1. The Fire and Rescue Police Department shall take charge and cooperate with the Fire Prevention and Fighting University and relevant units in developing the program framework and compiling and distributing documents on fire and rescue training and advanced training to the police departments of specific units and local authorities.
2. Authority to provide training and advanced training in fire and rescue:
a) Fire and rescue training establishments shall provide fire and rescue professional training for persons assigned to inspect the fire prevention and firefighting operations at the establishments in Group 1 of Appendix II enclosed with Decree No. 105/2025/ND-CP ; provide fire and rescue training and advanced training for Presidents and Vice Presidents of commune-level People’s Committees and people prescribed in Point b of this Clause upon request; provide fire and rescue advanced training for persons assigned to inspect the fire prevention and firefighting operations at the establishments in Group 1 of Appendix II enclosed with Decree No. 105/2025/ND-CP upon requests;
b) The Fire and Rescue Police Department shall provide fire and rescue training and advanced training for the people prescribed in Points c, d, dd, e, g, and i Clause 1 Article 45 of the Law on Fire and Rescue of CPV authorities, state authorities at the central level, and economic groups and corporations upon requests, excluding persons assigned to inspect the fire prevention and firefighting operations at the establishments in Group 1 of Appendix II enclosed with Decree No. 105/2025/ND-CP (as they are trained by fire and rescue training establishments) and members of civil defense forces;
c) Fire and rescue police divisions of provincial police authorities shall provide fire and rescue professional training for people prescribed in Clause 1 Article 45 of the Law on Fire and Rescue upon request, excluding persons assigned to inspect fire prevention and firefighting operations at establishments in Group 1 of Appendix II enclosed with Decree No. 105/2025/ND-CP as they are trained by fire and rescue training establishments; provide fire and rescue advanced training for people prescribed in Clause 1 Article 45 of the Law on Fire and Rescue upon request.
Upon requests for fire and rescue training and advanced training for individuals entitled to fire and rescue training and advanced training of establishments under the management of commune-level People’s Committees from the heads of hamlets, heads of neighborhoods, and members of civil defense forces under the management of the commune-level People’s Committees, fire and rescue police divisions of provincial police authorities shall take charge and cooperate with the commune-level police authorities on the implementation.
3. Organizations providing fire and rescue training and advanced training:
a) Commune-level People’s Committees and establishments in Group 1 of Appendix II enclosed with Decree No. 105/2025/ND-CP registered with competent authorities and units prescribed in Point a or Point c Clause 2 of this Article to provide fire and rescue training and advanced training for the Presidents and Vice Presidents of the Commune-level People’s Committees and persons assigned to inspect fire prevention and firefighting operations at such establishments;
b) Agencies, organizations, and individuals registered with competent authorities or units prescribed in Point b or Point c Clause 2 of this Article to provide fire and rescue training and advanced training for specific people under their management;
c) Competent authorities and units prescribed in Clause 2 of this Article shall arrange the locations and places for training and advanced training to ensure convenience in terms of time and traveling for people subject to training and advanced training; provide fire and rescue training and advanced training and inspect and issue notices of the training and advanced training results to the participants.
1. This Circular comes into force as of July 1, 2025.
2. The following Circulars shall cease to have effect from the effective date of this Circular, excluding the cases prescribed in Clause 3 of this Article:
a) Circular No. 17/2021/TT-BCA dated February 5, 2021 of the Minister of Public Security of Vietnam;
b) Circular No. 150/2020/TT-BCA dated December 31, 2020 of the Minister of Public Security of Vietnam amended by Circular No. 55/2024/TT-BCA dated October 31, 2024 of the Minister of Public Security of Vietnam;
c) Circular No. 149/2020/TT-BCA dated December 31, 2020 of the Minister of Public Security of Vietnam;
d) Circular No. 32/2024/TT-BCA dated July 10, 2024 of the Ministry of Public Security of Vietnam.
3. Regulations on the inspection stamps of fire prevention and firefighting instruments (Form No. 03 in the Appendix enclosed with Circular No. 149/2020/TT-BCA) and the management, use, printing, and issuance of such stamps according to Clause 6 Article 1 of Circular No. 32/2024/TT-BCA shall remain effective until June 30, 2026.
Article 15. Implementation responsibilities
1. The Director of the Fire and Rescue Police Department shall monitor, instruct, guide, and urge the implementation of this Circular.
2. Police authorities of provinces and centrally affiliated cities shall provide advisory services for the People’s Committees of the same level regarding the promulgation of regulations on the management and use of fire and rescue instruments for local civil defense forces under their management concerning the principles of managing and using the instruments; responsibilities of the commune-level People’s Committees and members of the civil defense forces in the provision, management, and use of instruments; conditions and responsibilities of persons assigned to manage warehouses and places where instruments are maintained; other relevant contents.
3. Directors of units of agencies of Ministries, Directors of police authorities of provinces and centrally affiliated cities, and relevant organizations and individuals shall implement this Circular.
4. Ministers, Directors of ministerial agencies, Directors of governmental agencies, and Presidents of the People’s Committees of provinces and centrally affiliated cities shall, within their functions, tasks, and entitlements, cooperate with the Ministry of Public Security of Vietnam in managing and inspecting the management and maintenance of fire and rescue instruments conducted by agencies and organizations under their management.
Any difficulty arising during the implementation of this Circular shall be promptly reported to the Ministry of Public Security of Vietnam (through the Fire and Rescue Police Department) for timely guidance./.

* Note:
- Instruments must be managed and maintained according to this Circular; their service life must follow the manufacturer’s specified lifespan and be replaced upon expiry or damage.
- Where the instruments prescribed in this Appendix have been provided for the establishments according to specific technical regulations or standards or for the motorized firefighting vehicles of the establishments, it is optional to provide the existing instruments for grassroots fire and rescue forces and specialized fire and rescue forces.
- During the implementation of tasks, leaders of civil defense forces, leaders of grassroots fire and rescue forces, and leaders of specialized fire and rescue forces shall decide to assign the instruments to each of their members for use and decide on the instrument type for general use./.
MAINTENANCE OF MOTORIZED FIRE
AND RESCUE VEHICLES
(Enclosed with Circular No. 36/2025/TT-BCA dated May 15, 2025 of the
Minister of Public Security of Vietnam)
I. Preservation of motorized fire and rescue vehicles
1. Regular preservation
1.1. Follow the manufacturer’s instructions.
1.2. Count and arrange the instruments, tools, and devices provided according to the motorized fire and rescue vehicles.
1.3. Clean and dry the surface of all components of the motorized fire and rescue vehicles and their attached instruments, devices, and tools.
1.4. Protect motorized fire and rescue vehicles:
a) For fire trucks and fire and rescue vehicles, use wheel chocks to secure their positions;
b) For fireboats and rescue boats, use mooring ropes and bumpers to prevent impact when docked at wharves, ship locks, or ports;
c) For instruments, devices, and tools vulnerable to corrosion, deformation, and oxidation (due to exposure to water, air, or hazardous chemicals), apply anti-oxidation chemicals or use covers/shelters according to manufacturer’s instructions.
1.5. Buildings, warehouses, wharves, dockyards, and places for preserving instruments must be protected from animals and insects and not contain hazardous, corrosive, flammable, or explosive chemicals.
2. Preservation during and after each use
2.1. During use:
a) When it is required to stop, park, or place the instruments on flat terrains during their use for fire and rescue plan drills or implementation of fire and rescue tasks, use the handbrake or wheel chocks to secure the instruments, place warning signs, and use covers/shelters to protect the instruments, devices, fire hoses, and hydraulic hoses;
b) Operate the instruments following manufacturer’s instructions.
2.2. After each use:
a) Count, clean, dry, and properly preserve the instruments and devices.
b) Check and close all valves and protective caps on the pump systems and control systems of instruments and devices to ensure safety according to manufacturer’s designs. Open the pump bottom drain valve to discharge all the water, and then close it to ensure tightness and keep the pump dry (for vehicles with fire pumps)
c) Inspect and refill fuel to at least 80% of the fuel tank. Recharge battery-powered instruments to at least 80% of their capacity. Inspect and refill water, firefighting foam (if any), engine coolant, lubricant, and hydraulic oil (if low) before preserving the instruments;
d) Seal all doors and compartments of the instruments to prevent water, dust, chemicals, or insects from entering.
II. Maintenance of motorized fire and rescue vehicles
1. 1. Regular maintenance
1.1. Start the motorized fire and rescue vehicles:
a) For fire trucks, fire and rescue vehicles, fireboats, and rescue boats, start the engine once for at least 15 minutes. If the ambient temperature is below 10°C, start the engine twice per day, each time for at least 15 minutes and 8 hours apart. Fire and rescue vehicles may be driven during the starting process;
b) For fire pumps, start the engine once for at least 3 minutes (when not pumping or drawing water) or 15 minutes (when pumping or drawing water). If the ambient temperature is below 10°C, start the engine twice per day, 8 hours apart.
d) For other motorized fire and rescue vehicles, start the engine once for at least 5 minutes or follow the manufacturer’s instructions.
d) For other motorized fire and rescue vehicles, start the engine once for at least 5 minutes or follow the manufacturer’s instructions.
1.2. Inspect the operational status and technical systems/components of the instruments:
a) For fire and rescue vehicles, inspect the power transmission systems to the centrifugal pumps, clutch systems, brake systems, power steering systems, power take-off (PTO), fire pump systems, vacuum priming systems, firefighting foam mixing systems, fixed firefighting monitors (for fire trucks), air compression system (for fire trucks using compressed air foam systems – CAFS), hydraulic systems for crane lifting, lowering, and rotating, winch systems, hydraulic stabilization legs, light towers (for rescue vehicles), ladder extension and retraction mechanisms, ladder baskets, safety mechanisms (for aerial ladder trucks), lifting, lowering, and rotating mechanisms and operation of smoke exhaust fan systems (for smoke exhaust vehicles), indicator lights, dashboard gauges, traffic signal lights, horns, priority signaling devices, switches, control valves, control levers for specialized systems, throttle cables, power generators, and safety mechanisms;
b) For fireboats and rescue boats, inspect the engines, steering systems, navigation devices, lights, signal horns, fire pump systems, firefighting foam mixing systems, firefighting monitors, and anchoring systems.
c) For fire pumps, inspect the engines, engine overheat warning/protection systems, control systems (when not spraying or drawing water), vacuum priming systems, pressure measuring systems, engine cooling systems, and water spraying and drawing systems (when spraying or drawing water);
d) For other motorized fire and rescue vehicles, inspect the engines, control systems, warning lights and sirens, remote control systems, drive systems, firefighting monitor control mechanisms, lighting systems, surveillance camera systems (for fire and rescue robots), air compression systems, pressure measuring and warning systems for air compression systems (for clean air compressors), engines, starting systems, control switches, pumps, spray nozzles (for motorized backpack fire extinguishers), control and operation systems, spreading (hydraulic), cutting (hydraulic), sawing, drilling, chiseling, hammering, winching, pulling, and lifting components (for spreading, cutting, sawing, drilling, chiseling, hammering, winching, pulling, and lifting machines), engines, starting systems, warning lights, gauges, and control switches (for power generators), engines, starting systems, control switches, and fan blade systems (for smoke exhaust fans, smoke suction fans, and blowers).
1.3. Instruments' operational status, systems, and technical components must be inspected during the engine starting process. If any malfunction or defect is detected, it must be reported to competent persons for timely troubleshooting and repair.
2. Maintenance after each use
2.1. Replace and repair damaged or missing components and parts.
2.2. Inspect and refill lubricant, hydraulic oil, coolant, and fuel (if low).
2.3. Open all water spraying/drawing valves and pump bottom drain valves to discharge residual water from the fire pumps.
2.4. Adequately refill extinguishants in fire trucks’ tanks.
2.5. Count and clean instruments, devices, and tools before preserving them: clean the exterior and the bottom of the vehicles; clean the pumps, engines, cabins, and lights; wash and dry fire hoses and other fire and rescue instruments.
Where the motorized fire and rescue vehicles use salt water, dirty water, or firefighting foam, the instruments and the fire pump systems must be thoroughly rinsed with clean water.
Motorized fire and rescue vehicles used in areas affected by epidemics, toxic substances, or radiation must be disinfected and decontaminated.
2.6. For other motorized fire and rescue vehicles, machine parts must be cleaned, hydraulic and pneumatic hoses must be checked, and fuel and lubricant must be refilled (if low)./.
MAINTENANCE OF COMMON FIRE
INSTRUMENTS, RESCUE INSTRUMENTS, RESCUE DEVICES/INSTRUMENTS, EXTINGUISHANTS,
AND COMMUNICATION DEVICES FOR FIRE AND RESCUE

I. Preservation of common fire instruments, rescue instruments, rescue devices/instruments, extinguishants, and communication devices for fire and rescue
1. Regular preservation
1.1. Count the instruments/devices.
1.2. Arrange the instruments/devices provided according to fire trucks, fire and rescue vehicles, fireboats, and rescue boats in storage compartments and areas according to the manufacturer’s designs.
1.3. Classify and arrange unused instruments/devices preserved in buildings and warehouses by each type as follows:
a) Fire hoses and suction hoses, firefighting monitors, fire couplings, three-way and two-way couplings, ejectors, rescue ropes, rescue belts, rescue air cushions, high-rise rescue instruments/devices, confined space rescue instruments/devices, and underwater rescue instruments/devices must be placed on specific shelves or preserved in designated buildings or warehouses; rescue chutes must be placed at a prescribed position on aerial ladder trucks;
b) Extinguishants (water-based extinguishants, firefighting powder, firefighting gas, and firefighting foam) must be stored in specific cans, barrels, or cylinders;
c) Communication instruments/devices must be placed where it is dry and well-ventilated;
d) Human locating instruments/devices, chemical concentration analyzers (for chemical incident rescue), and radiation detectors (for radiation incident rescue) must be preserved in insulated cabinets; chemical protective suits (for chemical incident rescue) and radiation protective suits (for radiation incident rescue) must be hung on specific racks.
1.4. Clean the surface of the common fire instruments, rescue instruments, rescue devices/instruments, communication devices, cans, barrels, and cylinders containing extinguishants.
1.5. Buildings, warehouses, and places for preserving instruments/devices must be protected from animals and insects and not contain hazardous, corrosive, flammable, or explosive chemicals.
2. Preservation during and after each use
2.1. When using the instruments/devices for fire and rescue plan drills or fire and rescue task implementation, operate them according to the manufacturer’s instructions.
2.2. After each use:
a) Count, clean, dry, and properly preserve the instruments and devices.
b) Disassemble the components of the high-rise rescue instruments/devices, underwater rescue instruments/devices, contained space rescue instruments/devices, and rescue cushions and store them in specialized packaging; fold and store rescue chutes on aerial ladder trucks; store human locating devices, chemical concentration analyzers, and radiation detectors (for chemical/radiation incident rescue) in specialized containers or insulated cabinets;
c) Inspect and refill fuel to at least 80% of the fuel tank (for power generators of rescue cushions). Recharge battery-powered instruments to at least 80% of their capacity after use.
II. Maintenance of common fire instruments, rescue instruments, rescue devices/instruments, extinguishants, and communication devices for fire and rescue
1. 1. Regular maintenance
1.1. Start the engines of the instruments:
a) For power generators of rescue cushions, start the engines once per day for 15 minutes; if the ambient temperature is below 10°C, start the engines twice per day, each time for 15 minutes and 8 hours apart;
b) For human locating devices, chemical concentration analyzers, and radiation detectors, fully start them once for 15 minutes or follow the manufacturer’s instructions.
1.2. Inspect the operational status and technical systems/components of the instruments: Duckbill valves, nozzles, pressure gauges (for types of fire extinguishers), connectors, sealing gaskets, and shut-off valves (for fire couplings, three-way and two-way couplings), foam proportioning units, couplings, and sealing gaskets (for foam suction ejectors), ladder extension/retraction mechanisms and locking pins (for fire and rescue ladders), cameras, victim locating sensors, microphones, headphones, and control screens (for human locating devices), compasses, depth gauges, demand valves, and life jackets (for underwater incident rescue), zippers, Velcro, snap fasteners, and check valves (for chemical incident protective suits), zippers and Velcro (for radiation incident protective suits), engines, starting systems, warning lights, gauges, and control switches (for power generators), air blowers and pressure relief valves (for rescue cushions), displays, indicators, and control buttons (for chemical concentration analyzers and radiation detectors), safety locks and stitching seams (for rescue belts), displays, speakers/microphones, and control buttons (for radios).
If any malfunction or defect is detected, it must be reported to competent persons for timely troubleshooting and repair.
2. Maintenance after each use
2.1. Check on the operational status, systems, and technical components of the instruments/devices; replace and repair the damaged or missing parts; turn off the radios and remove the antennas and batteries.
2.2. Count, clean, dry, and properly preserve the instruments/devices before preserving them.
2.3. Ensure that batteries and accumulators are charged to at least 80% of their capacity, generators have at least 80% of their fuel tanks filled, and compressed gas cylinders are refilled to at least 80% of their maximum working pressure.
Common fire instruments and communication instruments/devices used in areas affected by epidemics, toxic substances, or radiation must be disinfected and decontaminated./.
MAINTENANCE OF UNIFORMS AND
PERSONAL PROTECTIVE EQUIPMENT FOR FIRE AND RESCUE

I. Preservation of uniforms and personal protective equipment
1. Regular preservation
1.1. Follow the manufacturer’s instructions.
1.2. Count, classify, and arrange the uniforms and personal protective equipment by type on preservation shelves in specific buildings and warehouses; do not place the uniforms and personal protective equipment directly on the floor or in direct contact with walls, ceilings, or the warehouse structure; do not stack uniforms and personal protective equipment in piles or place heavy, sharp, or pointed objects on their surface; arrange the uniforms and personal protective equipment provided according to motorized fire and rescue vehicles in compartments or storage spaces following the manufacturer’s designs and the managing unit’s instructions; Hang heat-resistant and firefighting garments on specific racks or store them in specific cabinets in a hanging position; use covers/shelters to preserve the uniforms and personal protective equipment following the manufacturer’s instructions.
1.3. Clean and dry the uniforms and personal protective equipment.
1.4. Buildings, warehouses, and places for preserving uniforms and personal protective equipment must be protected from animals and insects and not contain hazardous, corrosive, flammable, or explosive chemicals.
2. Preservation during and after each use
2.1. Preserve uniforms and personal protective equipment following the manufacturer’s instructions while using them.
2.2. After each use:
a) Count, clean, dry, and properly preserve the uniforms and personal protective equipment;
b) For filter masks, replace the filter cartridges after exposure to outside air;
c) For self-contained breathing apparatus: remove the compressed air cylinders, demand valves, facepieces, and couplings before preserving them.
2.3. Inspect and refill the compressed air cylinders, ensuring at least 80% of the maximum working pressure; Inspect and replace disposable batteries or fully recharge rechargeable batteries in lights and lighting devices.
II. Maintenance of uniforms and personal protective equipment
1. 1. Regular maintenance
1.1. For heat-resistant and firefighting garments: inspect zippers, Velcro, fasteners, and Y-straps.
1.2. For filter masks: ensure the facepieces are airtight and straps are easily adjustable to fit users.
1.3. For self-contained breathing apparatus: ensure that compressed air cylinders have at least 80% of the working pressure; the facepieces are airtight during use; hoses must not be cracked or punctured; couplings must be easy to assemble/disassemble and leak-free; demand valves, pressure gauges, and warning whistles must function properly; straps and buckles must be securely connected and easily adjustable for users.
1.4. For lights and lighting devices: ensure that the bulbs, buttons, and water-resistant rubber gaskets (if any) work properly.

The preservation and maintenance of separate fire alarm devices and fire alarm system devices (fire alarm control panels, various types of fire detectors, fire alarm transmission devices, various types of modules, fire alarm bells, fire alarm lights, and manual call points) must comply with the manufacturer’s instructions and relevant technical regulations and standards.
II. Maintenance of public address and evacuation system devices
The preservation and maintenance of public address and evacuation system devices (audio control units, microphones, signal transmission devices, and speakers) must comply with the manufacturer's instructions and relevant technical regulations and standards.
III. Maintenance of devices of fire extinguishing systems using gas, aerosols, water, powder, foam, and water-based extinguishants
The preservation and maintenance of devices of fire extinguishing systems using gas, aerosols, water, powder, foam, and water-based extinguishants (firefighting control panels, alarms, sirens, lights, extinguishant discharge warning indication panels, alarm valves, deluge valves, supervisory valves, zone control valves, pressure switches, flow switches, non-metallic pipes used in automatic firefighting water supply systems, flexible hoses for fire sprinklers, fire department connections, various types of extinguishant nozzles, cylinders, and storage devices for gas, aerosols, powder, foam, and water-based extinguishants) must comply with the manufacturer's instructions and relevant technical regulations and standards.
IV. Maintenance of emergency lighting and exit signage devices
The maintenance of emergency lighting and exit signage devices must comply with the manufacturer’s instructions and relevant technical regulations and standards./.
