CIRCULAR

AMENDMENTS TO SOME CONSTRUCTION NORMS ISSUED AT CIRCULAR NO. 12/2021/TT-BXD DATED AUGUST 31, 2021 OF THE MINISTER OF CONSTRUCTION

Pursuant to Law on Construction dated June 18, 2014 (amended by the Law on amendments to the Law on Construction dated June 17, 2020);

Pursuant to the Government’s Decree No. 33/2025/ND-CP dated February 25, 2025 on functions, tasks, powers and organizational structure of the Ministry of Construction of Vietnam;

Pursuant to the Government’s Decree No. 10/2021/ND-CP dated February 09, 2021 on management of construction investment cost (amended by the Government's Decree No. 35/2023/ND-CP dated June 20, 2023);

At request of Director of Department of Economics – Construction Investment Management and Director of Construction Economy Institute;

The Minister of Construction promulgates Circular on amendments to some construction norms issued at Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction.

Article 1. Amendments to some construction norms, including construction estimate norms, construction material use norms, construction project management and consulting cost norms issued at the Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction. Details are provided in Appendices enclosed with this Circular.

Article 2. Transition clauses

The application of construction norms amended by this Circular shall comply with regulations in clause 8 Article 44 of the Government's Decree No. 10/2021/ND- CP dated February 09, 2021.

Article 3. Implementation clauses

This Circular takes effect from July 15, 2025./.
