REGULATIONS ON DIGITAL COMPETENCE FRAMEWORK
Pursuant to the Law on Education dated June 14, 2019;
Pursuant to the Law on Higher Education dated June 18, 2012 and the Law on amendments to some Articles of the Law on Higher Education dated November 19, 2018;
Pursuant to the Law on Vocational education dated November 27, 2014;
Pursuant to Decree No. 86/2022/ND-CP dated October 24, 2022 of the Government of Vietnam defining functions, tasks, powers and organizational structure of the Ministry of Education and Training;
At the request of the Director of Department of higher education,
The Minister of Education and Training of Vietnam hereby promulgates a Circular on regulations on Digital Competence Framework for learners.
Article 1. Scope and regulated entities
1. This Circular provides Digital Competence Framework for learners (hereinafter referred to as “Digital Competence Framework”)
2. This Circular applies to education institutions, education and training programs (hereinafter referred to as “education programs”) and learners in national education program; relevant organizations and individuals.
Article 2. Interpretation of terms
In this Circular, the under mentioned terms shall be defined as follows:
1. Digital well-being means the state of balance between the use of digital technology and the mental, physical health of digital device users.
2. Cyberbullying means the intentional use of messages, internet, social networking sites to threaten, harass, humiliate, infringe, insult, or mentally torment another.
3. Digital identity means the information about a person that exists in digital form to identify and differentiate from others, which may include information such as gender, personality, interests, beliefs, political views, full name, date of birth, phone number, home address, email address, and other personal information.
4. Online reputation means the social evaluation or perception of the value, credibility, or image of an individual, organization, or brand in the digital environment.
5. Digital services mean services that are delivered through means of digital communication.
6. Data means a collection of numbers or discrete facts that can be observed or measured without context or interpretation; represented externally by encoding, easily transmitted, and transformed into information by adding value through context, categorization, calculation, correction, and evaluation.
7. Navigation means the process of orienting and moving in a physical or digital space to determine the current position and find the way to the destination.
8. Technical solution means the combination of related technical tools (software, hardware) or/and services to solve a specific problem.
9. Structured environment means an environment or system where components or data are organized and arranged in a clear and rule-based manner; making it easy to search, access and process.
10. Digital environment means virtual space where activities, data, information, and content are generated, stored, and exchanged through digital technology such as the Internet, software, and online platforms.
11. Digital competence means the ability to use digital technology to complete specific tasks or solve problems in practice.
12. Digital etiquette means a set of rules, standards, and appropriate behaviors in the digital environment, including communicating over the Internet, using social networks, email, applications, and online platforms.
13. Digital content means content that exists in the form of digital data encoded in readable digital formats, and may be created, viewed, distributed, edited, and stored using computers and digital technology.
14. Means of digital communication include platforms, tools, and content created, stored, distributed, and accessed through digital technology, including the Internet, social networks, mobile applications, and electronic devices.
15. Digital devices include electronic devices, computers, telecommunications devices, transmission devices, wireless broadcasting devices, and other integrated devices used to generate, transmit, collect, process, store, and exchange digital information.
16. Information means data that has been organized, processed, or structured to convey meaning and significance for decision-making, problem-solving, or idea communication.
17. Knowledge means the understanding, awareness, and experience gained through learning, research, and lived experience.
18. Artificial intelligence (hereinafter referred to as “AI”) means the development of computer systems that can perform tasks typically requiring human intelligence such as learning, reasoning, and problem-solving.
19. Generative Artificial Intelligence (hereinafter referred to as “Gen AI”) means a type of AI that generate new content, including text, imagery, audio, or video, based on previously learned data.
Article 3. Purposes of Digital Competence Framework
1. Serves as the basis for the development of standards for training programs; develop education programs; compiles learning and instructional materials to develop digital competence for learners.
2. Serves as the basis for digital competence assessment for learners in training programs; establishes criteria for exams, assessment, and recognition of digital competence of learners.
3. Ensures the uniformity of digital competence criteria for learners; serves as the basis for comparison and reference between education programs, digital competence frameworks.
1. Education authorities shall develop plans and implement Digital Competence Framework within their jurisdiction.
2. Education institutions shall exercise their professional and academic autonomy in developing education programs; research, supplement, and update digital competence requirements for learners in learning and instructional materials based on the Digital Competence Framework; and enable the implementation of the Digital Competence Framework according to the directives and guidance of supervisor authorities and regulations in force.
This Circular comes into force from March 11, 2025.
Article 6. Responsibility for implementation
The Chief of Office, Director of Higher Education Department, heads of relevant units of the Ministry of Education and Training; the Chairperson of People's Committees at all levels; Directors of Department of Education; Directors of parent universities, academies; Principals of universities and pedagogical colleges are responsible for the implementation of this Circular./.
