Introduction
QCVN 45:2024/BGTVT is written by the Department for Roads of Vietnam, requested by the Department of Science, Technology and Environment, approved by the Ministry of Science and Technology, and issued by the Minister of Transport together with Circular No. 56/2024/TT-BGTVT dated November 15, 2024.
QCVN 45:2024/BGTVT replaces QCVN 45:2012/BGTVT issued under Circular No. 49/2012/TT-BGTVT dated December 12, 2012 by the Minister of Transport and Amendment 01: 2015 QCVN 45:2012/BGTVT - National technical regulation on bus station issued under Circular No. 73/2015/TT-BGTVT dated November 11, 2015 of the Minister of Transport.

National technical regulation on Bus station
1. I. GENERAL PROVISIONS
1.1. Scope
This Regulation stipulates the technical requirements to be complied with in the investment, construction, renovation, management, and operation of bus stations.
1.2. Regulated entities
This Regulation applies to organizations and individuals involved in the investment, construction, renovation, management, operation, inspection and announcement of bus stations.
1.3. Interpretation of terms
1.3.1. Access road to the bus station refers to connecting road from the main road, slip road or collector road to the bus station.
1.3.2. Passenger pick-up and drop-off area refers to the parking area where passengers get on or off the bus within bus stations.
1.3.3. Waiting area for vehicles refers to the designated area for passenger vehicles to park while waiting to pick up passengers.
1.3.4. Parking area for other vehicles refers to the designated area for parking other road vehicles at bus stations.
1.3.5. Passenger waiting room refers to an area equipped with seats for passengers while waiting to purchase tickets or get on vehicles.
1.3.6. Information provision system includes Public address system, notice boards, and other audiovisual equipment within bus stations.

2. TECHNICAL REGULATION
2.1. General provisions
2.1.1. Vehicles must travel between parking areas and passenger pick-up and drop-off points on roads designated for motor vehicles within bus stations.
2.1.2. Access roads of bus stations must be designed, built, and operated in compliance with regulations on investment, construction, management, operation, exploitation, use, maintenance, and protection of road infrastructure.
2.1.3. The connection of the access road to the bus station must comply with the regulations on road traffic connection.
2.1.4. Roads designated for motor vehicles within bus stations must have road signs and road markings to ensure safe traffic flow for all types of vehicles within the bus station areas.
2.1.5. Bus stations must be built as single-level or multi-level facilities ensuring the minimum functions such as providing services for vehicles entering and exiting the bus station; services for drivers, onboard service staff, passengers, luggage, cargo, and vehicles.
2.1.6. Construction works, walkways, and equipment of the bus stations must be built and installed corresponding to the classification of construction works prescribed in Circular No. 06/2021/TT-BXD dated June 30, 2021 on the classification of construction works and guidelines for application in the management of construction investment, QCVN 01:2021/BXD, and QCVN 10:2024/BXD on ensuring order and safety for passengers, cargo, and vehicles within the bus station areas, ensuring accessibility for persons with disabilities.
2.1.7. Power, water, lighting, and communication systems of bus station must comply with the regulations in QCVN 12:2014/BXD and QCVN 07:2023/BXD.
2.2. Regulations on minimum work items
Each bus station must have minimum work items including:
2.2.1. Administrative office;
2.2.2. Ticket sales area;
2.2.3. Passenger pick-up and drop-off area;
2.2.4. Waiting area for vehicles;
2.2.5. Parking area for other vehicles;
2.2.6. Waiting room for passengers;
2.2.7. Restrooms;
2.2.8. Station access road;
2.2.9. Information provision system;
2.2.10. Vehicle access control system;
2.2.11. Water supply and drainage system;
2.2.12. Electric vehicle charging areas;
2.3. Regulations on areas and work items
2.3.1. Classification of bus stations
Bus stations are classified into 6 types The regulations on the corresponding work items for each type of bus station are as follows:

2.3.2. Regulations on ticket sales area
2.3.2.1. Ticket sales areas must be recognizable and convenient for passengers to purchase tickets and access the passenger pick-up points. In front of the ticket sales area, there must be a sign " Khu vực bán vé/Ticket Sales Area" in both Vietnamese and English. Various ticket-selling methods may be used: direct sales, automated ticket machines, electronic information displays, mobile applications to serve passengers in ticket purchases and printing.
2.3.2.2. Information about service quality and other essential information shall be displayed at ticket counters, automated ticket machines, websites, and mobile applications.
2.3.3. Regulations on passenger pick-up and drop-off areas
2.3.3.1. Passenger pick-up areas must be convenient for passenger movement from waiting rooms or ticket sales area.
2.3.3.2. Passenger pick-up areas must have direction signs guiding passengers to waiting areas for vehicles.
2.3.3.3. Passenger drop-off areas must be separate from the pick-up area, allowing passengers to exit the bus station or move to public passenger transport areas.
2.3.3.4. Parking slots for passenger pick-up and drop-off must be marked with painted lines;
2.3.3.5. Bus stations with international transport routes must have separate pick-up and drop-off areas for vehicles on international routes; there must be a sign " Khu vực đón, trả khách quốc tế/International Passenger Pick-up and Drop-off Area" in both Vietnamese and English.
2.3.3.6. For bus stations with bus and taxi services operating within the station area, a designated area must be allocated for buses and taxis to pick up and drop off passengers.
2.3.4. Regulations on waiting areas for vehicles and parking areas for other vehicles
2.3.4.1. The minimum area for one parking slot for a passenger automobile is 40 m2. Markings are used for delineating parking space;
2.3.4.2. Waiting areas for vehicles and parking areas for other vehicles shall be built in the form of a automobile garage and must comply with the regulations specified in QCVN 13:2018/BXD.
2.3.5. Regulations on waiting rooms for passengers
2.3.5.1. For bus stations of Type 1 and Type 2, a separate waiting room for passengers who have purchased tickets shall be organized and arranged;
2.3.5.2. Seats for passengers are arranged according to the regulations on classification of bus station. Seats must be fixed and have aisles between rows;
2.3.5.3. There must be a passageway connecting waiting rooms with the ticket sales area and the passenger pick-up and drop-off area;
2.3.5.4. There must be a lighting system and direction sign “Exit” to guide passengers to the pick-up area.
2.3.6. Regulations on restrooms
2.3.6.1. Restroom direction signs must be clear, recognizable, and convenient for users; Restroom must include facilities to serve persons with disabilities in accordance with QCVN 10:2024/BXD. The location should not impact the environment of other areas within the bus station;
2.3.6.2. Restrooms must be designed to prevent leaks, dampness, and odors, ensuring proper ventilation and airflow; the walls, floors, and sanitary wares should be kept clean.
2.3.6.3. Restrooms must be ventilated and ensure environmental protection;
2.3.6.4. Floor and wall of restrooms should be made of easy-to-clean materials;
2.3.6.5. Drainage system must prevent water accumulation on the floor;
2.3.7. Regulations on information provision system;
2.3.7.1. Information system arranged in the waiting area and ticket sales area includes at least: public address system and information boards;
2.3.7.2. Information provided for each route must include at least: Vehicle license plate, transport unit, route, departure time, ticket price, quality of transport service, lost baggage information;
2.3.7.3. Information specified in points 2.3.7.1, 2.3.7.2 must be provided in Vietnamese and English in bus stations with international transport routes.
2.3.7.4. Information broadcasted through the public address system must be audible from every location within the bus station;
2.3.7.5. Hotlines must be available to receive feedback information from passengers;
2.3.7.6. Information provided at passenger pick-up areas includes at least: vehicle license plate, route, departure time.
2.3.8. Regulations on water supply and drainage systems
2.3.8.1. Water supply systems for bus stations must ensure stable operation, providing an adequate amount of water for usage needs of the bus station;
2.3.8.2. In cases where the bus station self-operates water resources for use, it must meet the criteria specified in QCVN 09:2023/BTNMT; water for domestic use must meet the quality criteria specified in QCVN 01-1:2018/BYT and corresponding local technical regulations;
2.3.8.3. Drainage system of bus stations include wastewater and rainwater drainage systems, preventing water accumulation leading to disrupt the operation of the station and complying with environmental protection regulations.
2.3.9. Regulations on fire prevention and fighting
Regulations on fire prevention and fighting and these following requirements must be ensured when putting the bus station into operation:
2.3.9.1. Bus stations must be built and equipped with fire prevention and fighting equipment in accordance with the regulations in QCVN 06:2022/BXD and the Amendment 1:2023 QCVN 06:2022/BXD, TCVN 3890:2023 and other relevant regulations, suitable for the nature and scale of the bus station;
2.3.9.2. Regulations on fire prevention and fighting must be published in the bus station area.
2.4. Regulations on environmental protection
2.4.1. The implementation of environmental protection regulations in public areas at bus stations shall comply with Clause 2 Article 59 of the Law on Environmental Protection;
2.4.2. Bus stations must apply waste management measures (wastewater, domestic solid waste, normal industrial solid waste, hazardous waste) in accordance with Government’s Decree No. 08/2022/ND-CP dated January 10, 2022 on elaborating some Articles of the Law on Environmental Protection and Circular No. 02/2022/TT-BTNMT dated January 10, 2022 of the Minister of Natural Resources and Environment on elaborating some Articles of the Law on Environmental Protection;
2.4.3. Bus stations located in residential areas comply with noise limits according to QCVN 26:2010/BTNMT.
3. REGULATIONS ON MANAGEMENT AND IMPLEMENTATION
3.1. Regulations on management
3.1.1. A bus station shall be put into operation after the announcement in accordance with the Circular of the Minister of Transport on the organization, management of road transport by automobiles, and operations of bus stations, parking spaces, roadside stations, and vehicle stopping points; procedures for putting bus stations and roadside stations into operation.
3.1.2. The bus stations which have been announced before the effective date of this Regulation shall comply with the provisions of QCVN 45:2012/BGTVT and the Amendment 01:2015 QCVN 45:2012/BGTVT shall be reviewed and improved in accordance with this Regulation before January 1, 2026; specifically, electric vehicle charging systems shall be improved before January 1, 2027.
3.2. Implementation
3.2.1. The Department for Roads of Vietnam is responsible for organizing the implementation of this Regulation.
3.2.2. In cases where the standards, regulations, legislative documents referenced in this Regulation are amended, supplemented, or replaced, the amendments, supplements or replacements shall be applied./.
