Foreword
The QCVN 01 - 133: 2013/BNNPTNN is compiled by the Technical Committee for National Technical Regulation on Storehouses of Paddy, proposed by the Department of Agro-Forestry-Fishery Processing and Commerce and Salt Sector, promulgated by the Ministry of Agriculture and Rural Development under Circular No. 12/2013/TT-BNNPTNT dated February 6, 2013 of the Ministry of Agriculture and Rural Development.

ON
STOREHOUSES OF PADDY
1. GENERAL PROVISIONS
1.1. Scope
This Regulation dictates technical and managerial requirements of paddy storehouses serving rice production and export.
1.2. Regulated entities
This Regulation applies to organizations and individuals exporting rice and other relevant organizations, individuals.
1.3. Definitions
In the Regulation, the terms below are construed as follows:
1.3.1. Paddy means rice of Oryza sativa L. that has been harvested and not been husked.
1.3.2. Rice means the remains of paddy that has been husked and partially, entirely removed of bran and embryo.
1.3.3. Preserved paddy means processed paddy entering storehouse and contained in a storage compartment (for loose paddy) or piled with proper packaging (for bagged paddy).
2. TECHNICAL PROVISIONS
2.1. Regarding infrastructures
2.1.1. Storehouse location
- High, dry, not flooded or inundated.
- Away from sources of pollution, toxic chemicals, and flammable areas.
- Convenient for traffic (road or waterway traffic).
2.1.2. Storehouse premise
- Surrounded by sewer and drainage system.
- Accessible by road system allowing vehicles and motor equipment to operate, handle, and transport paddy into and out of storehouse.
2.1.3. Storehouse structure
- Paddy storehouse shall be rigid and able to prevent weather (rain, sunlight, heat) from affecting paddy. Storehouse shall be designed to facilitate mechanization of paddy entry and withdrawal.
- Storehouse foundation: shall be made of concrete with sufficient strength, not subsided, and at least 30 cm above the minimum standard construction elevation.
- Storehouse platform: shall be made of concrete, able to support the highest load of products, properly moisture-proof, able to prevent groundwater, higher than surrounding ground elevation, flat when paddy is preserved in packaging (or at a sloped angle when preserving loose paddy and fitted with natural drainage system).
- Storehouse wall: shall be strong, watertight, damp-proof, insulated, and closed off to prevent insects and pests.
- Storehouse roof: shall be pitched or dome-shaped, watertight, damp-proof, fitted with ventilation and light-transmitting openings.
- Storehouse doors: shall be strong, rigid, closed off to prevent insects and pests and allow natural ventilation.
2.2. Regarding paddy piling equipment and arrangement in storehouse
2.2.1. General equipment
- Paddy dryers: shall be able to process moisture of paddy to achieve technical requirements and have drying capacity matching storehouse capacity. Types of dryer:
+ Tower dryer.
+ Fluidized bed and tower dryer system.
+ Tray dryer.
- Equipment serving storehouse entry, withdrawal.
- Equipment for dealing with incidents during preservation.
- Equipment for measuring, inspecting, and supervising technical requirement parameters.
- Lighting system.
2.2.2. For mechanized storehouse
2.2.2.1. Equipment in mechanized storehouse
Specific equipment below shall be required:
- Storehouse entrance shall be located where it is convenient for entry, withdrawal, traversal and incident inspection when necessary. Windows shall be fitted with overhang or shutters to prevent rain splatter; natural ventilation openings shall have two layers, the inner layer consists of mesh to prevent birds and insects while the outer layer consists of glass or shutters to allow easy opening and closing.
- Handling, transport, entry and withdrawal equipment (including: conveyor belts, buckets, transmission chains, suction machines, lifting devices) shall have adequate operating capacity matching that of storehouse.
- Pallet shall be required to prevent damp.
- Equipment for handling incidents during preservation including: mechanical ventilation equipment (have sufficient capacity, ensure proper ventilation, prevent dust and moisture in storehouse, satisfy technical requirements of paddy storehouse); fumigation equipment (or fumigation measures when necessary) shall be required.
- Internal lighting system (including electric lighting and natural light-transmitting openings) shall provide sufficient light. Lights shall be safely guarded to prevent shattering and prevent shattered shards from mixing with products.
- Measuring, inspecting, and supervising equipment includes: thermometer, hygrometer; scales for storehouse entry and withdrawal; quality analysis and inspection equipment.
2.2.2.2. Paddy stacking in mechanized storehouse
- For loose paddy: Up to 3,5 m of stacking height. Weight of a storage compartment shall not exceed 500 tonne.
- For bagged paddy: Each package (of a type 50 kg/package) shall be piled to form a stack, each stack weighs from 100 tonne to 250 tonne. Recede 0,3 m for every 6 or 7 layers of package to form a tier. Every package in a tier shall be fastened with each other to prevent the stack from fall over during preservation. (In regard to bagged paddy where each bag is heavier than 50 kg, bags forming a stack shall not lean or tumble during preservation and each stack weighs from 100 tonne to 250 tonne).
- Minimum separation distance between paddy stack and the wall shall be 0,5 m, between the top of a stack the roof (or ceiling) shall be 1,5 m, and between stacks shall be 1 m.
2.2.3. For silo storehouse
Silo storehouse shall be used to contain and preserve paddy in loose form.
- Silo storehouse shall have cylindrical (or cuboid) body, inverted conical bottom or flat bottom with discharge mechanism, diameter ranging from 6 m to 20 m, height ranging from 10 m to 30 m, airtight doors, and ventilation openings. Silos shall be made of concrete, metal, or galvanized metal plates; A minimum of two silos shall be required and able to mix ingredients during preservation. Silo storehouse shall be fitted with:
+ Handling and transport equipment.
+ Equipment system serving silo entry, withdrawal, and mixing when necessary.
+ Automatic scale system, inspection scale, packaging scale for storehouse withdrawal.
+ Ingredient inspection, supervision, and processing: thermometer, hygrometer, system for ventilating and steaming ingredients in silos.
2.3. Sanitation, environment, insect and pest prevention requirements
2.3.1. Sanitation regime
- Regulations on food hygiene and safety shall be required.
- Storehouse shall remain clean on a regular basis, shall not reek of moldy, rotten, foul smell of animal carcasses or feces of rats, mice, bugs, cockroaches, and other pests.
- Transport vehicles shall be of sufficient hygiene standards, covered from sunlight and rain, and meet occupational safety standards.
- Do not place chemicals and other commodities in paddy storehouse.
- Periodic sanitation of storehouse interior: periodic sanitation regime is required, including that for: ceiling (or roof), wall, floor, door, ventilation openings, ventilation ducts, and equipment in storehouse.
- Periodic sanitation of storehouse exterior: storehouse yard, grounds, drainage system, and auxiliary structures shall be thoroughly cleaned.
- Sanitation areas shall be separate from storage area and remain cleat at all time.
2.3.2. Environmental hygiene requirements
- Storehouse shall meet sanitation standard requirements; storehouse equipment shall be located in areas satisfying industrial sanitation and environmental hygiene requirements.
- Do not contaminate areas inside and outside of storehouse during operation and use in a manner that affects surrounding environment and scenery.
- Environmental hygiene and food safety shall be maintained when adopting measures for eliminating insects and pests in storehouse.
2.3.3. Preventing, eliminating insects and pests
- Appropriate measures and equipment shall be required to prevent and minimize the presence of insects and pests in storehouse.
- If insects and/or pests are present in storehouse, measures shall be taken to eliminate the insects and pests. Only chemicals and instruments allowed for use shall be utilized.
3. FIRE SAFETY, STORM AND FLOOD PROTECTION, AND OCCUPATIONAL SAFETY REQUIREMENTS
3.1. Fire safety requirements
- Fire prevention and firefighting regulations shall be required.
- Adequate fire prevention and firefighting equipment, facilities shall be required; fire safety regulations shall be adhered to.
- Fire prevention and firefighting plans and response forces shall be established for emergency situations.
- Equipment and organization of fire prevention, firefighting shall conform to Decree No. 35/2003/ND-CP dated April 4, 2003 of the Government and Circular No. 04/2004/TT-BCA dated March 31, 2004 of the Ministry of Public Security.
3.2. Storm and flood protection requirements
- Storm and flood protection regulations shall be required.
- Storm and flood prevention plans and response forces shall be required for emergency situations.
- Storm and flood protection equipment shall be required.
- Equipment and organization of storm and flood protection shall conform to Ordinance No. 9-L/CTN dated March 20, 1993 of the President and Decree No. 32/CP dated May 20, 1996 of the Government.
3.3. Occupational safety requirements
- Officials, staff, and employees of storehouse shall be fitted with personal protective equipment as per the law, receive training and advanced training regarding electricity safety and machinery operation.
- Separate dressing rooms for employees to put on/take off protective clothing before entering and after leaving storehouse.
4. REGULATIONS ON MANAGEMENT
4.1. This Regulation, upon being published, shall serve as the basis for organizations, individuals exporting rice to invest in construction of paddy storehouse and application, certification of eligibility for rice export.
4.2. This Regulation serves as the basis to enable state authority to inspect, evaluate, and verify eligibility for rice export of organizations, individuals.
5. RESPONSIBILITIES OF ORGANIZATIONS AND INDIVIDUALS
Organizations, individuals under Section 1.2 are responsible for adhering to this Regulation.
6. ORGANIZING IMPLEMENTATION
6.1. The Ministry of Agriculture and Rural Development shall cooperate with ministries, central departments, authorities, and local governments (where paddy storehouses serving rice export are located) shall publicize, guide, and inspect compliance with this Regulation.
6.2. Depending on practical situations during implementation, organizations and individuals shall request the Ministry of Agriculture and Rural Development to amend when necessary.
