DIRECTIVE
REGARDING KEY AND BREAKTHROUGHT TASKS AND SOLUTIONS TO PROMOTE ECONOMIC GROWTH AND INCREASE DISBURSEMENT OF PUBLIC INVESTMENT CAPITAL, ENSURE THE NATIONAL GROWTH RATE TARGET IN 2025 TO BE RAISED TO AT LEAST 8%
In recent years, facing complicated and unpredictable developments, difficulties, and challenges that are more than opportunities and advantages, Vietnam's society and economy have been showing their rapid and clear recovery, which are a bright spot for macroeconomic growth and stability in the region and on the world. Closely following the guidelines and policies of the Communist Party of Vietnam, the National Assembly, the Government, the Prime Minister has drastically, flexibly, creatively, timely, synchronously, effectively directed and administered with focusing on solutions and policies to proactively adapt to status, promote economic growth, control inflation, stabilize the macro economy and ensure major balances of the economy. In 2024, Vietnam has completed all 15 out of 15 key targets, of which 12 targets surpass the set ones.
2025 is a particularly important year, of key significance, creating a foundation for Vietnam to enter a new era - an era of prosperous, civilized and prosperous development of the nation. Therefore, breakthrough growth to complete the 5-year Plan (2021 - 2025) is necessary to build momentum to reach 2-digit growth rate in the 2026 - 2030 period. The Government has requested the Central Committee of the Communist Party of Vietnam and the National Assembly to promulgate Conclusions and Resolutions to adjust the national growth rate target in 2025 of at least 8%; on that basis, the growth rate target in 2025 has been determined for each local authority, ministry and central authority.
In order to successfully implement Conclusion No. 123-KL/TW dated January 24, 2025 of the Central Committee of the Communist Party of Vietnam, the Resolutions of the National Assembly, the Government's Resolution No. 25/NQ-CP on ensuring the national growth rate target in 2025 of at least 8%, the Prime Minister requests the Ministers, Heads of ministerial agencies, governmental agencies, other central authorities, Chairpersons of People's Committees of provinces and municipalities (hereinafter referred to as ministries, central authorities and local authorities) to maintain drastic, synchronous and effective performance of tasks and solutions set out in Resolutions an Conclusions of the Communist Party of Vietnam, the National Assembly, the Government, key leaders of the Communist Party of Vietnam and the State, guiding documents of the Government leaders; and based on functions, tasks, jurisdiction, scope and sectors assigned to the state management, focus on thoroughly grasping and drastically, synchronously, promptly and effectively implementing the following key and breakthrough principles, tasks and solutions:
I. DIRECTING PRINCIPLES
1. The growth rate target of 8% or more in 2025 is a difficult and challenging task, but we must be determined to complete it to build momentum, create strength, position for 2-digit growth rate in the following years, with the spirit: "When the Party directs, the Government agrees, the National Assembly supports, the people endorse, and the country expects—then action must follow without hesitation."
2. Economic growth must be rapid but sustainable, ensure macroeconomic stability, major balances of the economy, and inflation control; improve the material and spiritual life of the people, ensure social security, social justice, progress, and protect the environment; balance and harmony between the implementation of short-term growth targets and medium- and long-term development; avoid compromising on social justice, progress and environment to pursue economic growth targets solely. Economic growth must rely on science and technology, innovation, digital transformation, high-quality personnel, and labor productivity towards sustainable, inclusive and inclusive growth, benefiting all people.
3. Closely follow the CPV's guidelines, Resolutions, conclusions of the Central Committee of the Communist Party of Vietnam, the National Assembly and directions of the Government and the Prime Minister for concretization at ministries, central authorities, and local authorities; stick to reality, take reality as a measure to lead, direct and organize effective implementation.
4. Most effectively use resources, harness initiative, creativity, flexibility, innovation, spirit of breakthrough and responsibility of ministries, central authorities, and local authorities; take people and enterprise as the center, consider difficulties of people and enterprises as their own difficulties to actively assist and accompany to remove difficulties and obstacles in the spirit of " Don’t say no, don’t say difficult, don’t say yes but don’t do ". Mobilize all economic sectors, enterprises and people to participate in socio-economic development.
5. Closely monitor and firmly grasp status, successfully complete analysis, forecasting, and proactive finding of uniform, comprehensive, and goal-based plans and solutions in order to give timely, flexible and effective response policies, especially for issues that newly arise and are sensitive.
6. In directions and guidelines, most effectively harness the spirit of self-control, self-confidence, self-reliance, and national pride; most effectively use all opportunities, motivations and internal and external resources for development; be flexible, creative, willing to take actions, take responsibility for common benefits; demonstrate strong determination, make great efforts and take drastic actions in goal-based manner; clearly assign people, tasks, time, responsibilities, and results.
7. Administrative divisions should focus on most effectively use their different potentials, outstanding opportunities and competitive advantages to promote economic growth and development; further enhance the role of dynamic regions, growth poles, leading administrative divisions, and administrative divisions that are allowed by competent authorities to apply pilot and specific mechanisms and policies to lead national growth.
II. KEY AND BREAKTHROUGHT TASKS, SOLUTIONS
1. Focus on drastically, synchronously and effectively implementing Resolutions and Conclusions of the Central Committee of the Communist Party of Vietnam, the Politburo, the National Assembly and the Government, effectively applying new and breakthrough mechanisms, policies and regulations that have been promulgated, dismantling and immediately releasing resources of the economy
a) The Ministry of Finance shall:
- Maintain research and proposal of policies on exemption, reduction and deferral of taxes, charges, fees and land rents... to assist people and enterprises, promote domestic production and business, tourism and consumption in 2025, report to competent authorities before March 15, 2025.
- Find plans to use state budget deficits, public debts, government debts, and foreign debts to mobilize additional investment resources and find solutions to accelerate execution of key infrastructure structures and projects.
- Urgently research, formulate, and request competent authorities to promulgate a Resolution on mechanisms and policies for breakthrough development of the private economic sector; develop a reporting roadmap at all levels (the Government in March, the Central Committee of the Communist Party of Vietnam in April and the National Assembly in May 2025); assign Deputy Prime Minister Nguyen Chi Dung to be in charge of directing this task. Set private economy to be one of the most important drivers for growth, increase in labor productivity, and competitiveness of the economy.
- Increase revenue management, especially revenues from e-commerce and catering, which revenues must be digitized no later than the second quarter of 2025; strive to obtain state budget revenues in 2025 at the highest level under the Government's direction; Implement strict expenditure savings to focus on development investment, immediately save an additional 10% of recurrent expenditures in the 2025’s budget compared to the 2024’s budget to additionally invest in the Lao Cai - Hanoi - Hai Phong railway.
b) The State Bank of Vietnam shall:
- Maintain close monitoring of international and regional developments, changes and modifications to financial and monetary policies of major economies in order to analyze and promulgate timely and effective response policies; proactively, flexibly, promptly and effectively administer monetary policies, and closely and harmoniously cooperate with expansionary fiscal policies on a reasonable and goal-based manner and other macro policies; especially, focus on more effectively performing tasks and solutions on administering interest rates, exchange rates, credit growth, operating open market, interbank market, refinancing, money supply, bill issuance,...; put money into circulation or withdraw money from circulation in a rhythmic, synchronous and reasonable manner in order to apply low capital costs, low loan interest rates to people and enterprises to develop production and business, promote economic growth associated with macroeconomic stability, control inflation, ensure major balances of the economy, safety of banking activities and system of credit institutions.
- Regularly monitor and closely supervise developments in deposit and loan interest rates of commercial banks, drastically and effectively take solutions according to its competence to reduce loan interest rates, facilitate people and enterprises to access loans at reasonable expenses, low capital costs for recovery and development of production and business, economic growth promotion.
- Administer credit growth in line with economic growth targets, monitor and control inflation (4.5-5%); research and assign additional credit growth targets to banks according to its competence; direct credit institutions to grant credit to production and business sectors, prioritized sectors, economic growth drivers, key projects and structures, agricultural product export; strictly control granting of credit to sectors with potential risks.
- Improve effectiveness of inspection, audit, control and close supervision of operations of credit institutions, especially public announcement of deposit interest rates, loan interest rates and credit extension of credit institutions; promptly and strictly handle violations in accordance with law, especially credit institutions that unhealthy and illegally compete at interest rates (both deposit and loan interest rates); do not allow commercial banks to freely increase interest rates in an unoriented, unfair and unequal competition.
- Direct credit institutions to maintain reduction in costs, increase IT application, simplify administrative procedures, restructure apparatus, be ready to share part of profits for striving to reduce loan interest rates; review and categorization of borrowers to cut procedures and eligibility requirements for a loan in order to grant credit capital faster, more timely and more effectively for schemes, projects and sectors that create growth drivers, especially green growth; at the same time, assure safety and rationality of banking operations. Research to increase capital of the Lending Program for forestry and aquaculture sectors to about VND 100 trillion and expand the Program for agriculture, forestry and fisheries. Maintain research of implementation of preferential credit programs to promote economic growth drivers and allow young people aged under 35 to buy housing.
c) Ministries, central authorities and local authorities shall:
- Assign specific objectives and targets in 2025 to units under their management to complete objectives and targets assigned by the Government to Ministries, central authorities and local authorities.
- Maintain assistance of enterprises in implementing pilot, specific, new and breakthrough mechanisms and policies, regulations and "green channel" mechanism for high-tech investment projects to enter industrial parks and economic zones. The Ministry of Agriculture and Environment shall immediately specify classification of green projects and green criteria as a basis for mobilizing capital for green development.
- Urgently research and formulate mechanisms and policies to encourage investment, expand raw material production and participate in projects of North-South high-speed railway, urban railways, international connection railways, renewable energy, offshore wind power, etc. and provide guidelines, assist and create maximum convenience for people and enterprises in implementation.
2. Maintain priority use of time and resources to focus on improving institutions, mechanisms, policies and regulations of laws
a) Ministries, central authorities and local authorities:
- Ministers, Directors of central authorities and Chairpersons of Provincial People's Committees shall be directly in charge of and responsible for formulation and improvement of institutions, mechanisms and policies.
- Focus on reviewing, amending and refining regulations that are outdated, overlapping, or incomplete following the principle: "Wherever there are obstacles, they must be removed; at whichever level problems exist, that level must proactively propose, amend, and refine the regulations."; promote decentralization and grant of power in association with increasing inspection, supervision and improving the implementation capacity of officials and public employees. Institutions, mechanisms and policies must aim to mobilize all economic sectors, enterprises and people to participate in socio-economic development and contribute to growth and development of Vietnam. Monthly report to the Prime Minister on bottlenecks, difficulties, obstacles and barriers for people and enterprises, including foreign investors.
- Expeditiously research amendments and follow the progress of amending and promulgating the Law on Enterprises; Law on Investment; Law on Public-Private Partnership Investment; Law on Bidding; Law on Management and Use of State Capital Invested In Production and Business (amended and promulgated by the Ministry of Finance); Law on Science, Technology and Innovation; Law on Atomic Energy (amended and promulgated by the Ministry of Science and Technology)...
- Focus on reviewing and cutting administrative procedures to reduce troubles and save costs for people and enterprises; improving the business investment environment, creating all conditions for quick settlement of investment procedures, and encouraging investment of all economic sectors. In 2025, strive to reduce at least 30% of the time for settling administrative procedures; reduce at least 30% of business costs; annul at least 30% of unnecessary business conditions; carry out procedures related to enterprises online, smoothly, seamlessly and effectively, ensure transparency and minimize physical documents; carry out 100% of administrative procedures regardless of provincial-level administrative boundaries.
- Further enhance the role and operational effectiveness of the Steering Committee in reviewing and removing difficulties and obstacles related to projects; promptly and effectively implement the National Assembly's Resolution on specific mechanisms and policies to remove difficulties and obstacles to projects and land in inspection and audit conclusions and judgments in Ho Chi Minh City, Da Nang city and Khanh Hoa province.
- Review and remove difficulties and obstacles for handover, early put structures and projects that have been completed or are on execution and projects behind schedule into operation for commerce purpose in order to release resources, contribute to economic growth, avoid loss and waste.
- Maintain replication of mechanism that the Working Group works with each large global technology enterprise and strategic investor, proactively and promptly report preferential, superior, international competitive mechanisms and policies to attract large high-tech FDI projects capable of leading domestic enterprises to participate in regional and global value chains to competent authorities. Develop the "National Investment Single-Window Portal" in order to increase attraction of foreign investors to Vietnam.
- Research and apply the specialized regulatory framework to contribute to bringing Vietnamese law system to keep pace with development of the digital economy, innovation and international integration, especially financial technology, artificial intelligence, platform economy, e-commerce, special economic zones; propose the regulatory framework to be tested under control for new technology industries.
b) The Ministry of Finance shall:
- Take charge of and cooperate with administrative divisions in urgently summarizing, evaluating and requesting competent authorities for consideration for expansion of scope, regulated entities and subregions to which pilot and specific mechanisms and policies that have been allowed by the National Assembly to be applied in the administrative divisions and have been proved to be effective are applied.
- Conduct overall review of eligibility for business investment, eligibility for practice, administrative procedures and compliance costs of enterprises; review, supplement and drastically implement the Government's Resolution 02/NQ-CP on improvement of the business environment, ensure clear objectives, persons in charge, tasks, time and results.
- Take charge of and cooperate with relevant central authorities in maintaining drastic implementation of solutions for synchronous development of financial market and capital market, especially solutions for safe, effective, sustainable, public, transparent issuance of corporate bonds, and granting of effective assistance to enterprises in raising medium and long-term capital for production and business development. In 2025, strive to upgrade the stock market.
c) The Ministry of Finance shall preside and the State Bank of Vietnam shall, based on assigned functions and tasks, propose and submit the regulatory framework for management and promotion of healthy and effective development of digital assets and digital currencies to the Government as soon as March 2025.
d) The Ministry of Justice shall:
- Take charge of and cooperate with relevant ministries and central authorities in organizing the effective implementation of activities of the Steering Committee in reviewing and implementing solutions to address legal system obstacles.
- Effectively implement the Scheme "Application of digital technology in the receipt and processing of feedback and recommendations on legislative documents" according to the Prime Minister's Decision No. 244/QD-TTg dated February 05, 2025; especially, focus on developing "Information system on receipt and processing of feedback and recommendations on legislative documents" and cooperating with ministries, central authorities and local authorities in operating such system to promptly detect, research, propose amendments and improve policies and regulations of law, remove barriers and obstacles on institutions for completion of creation for and promotion of development.
3. Promote disbursement of public investment capital, leverage public investment to drive, activate, and attract all social resources
a) Ministries, central authorities, and local authorities shall:
- Expeditiously complete allocation of the entire central government budget investment plan in 2025 in the first quarter of 2025, ensure that investment is focused, not fragmented or prolonged, in accordance with implementation and disbursement capacity, and complies with the law on public investment; guarantee budget for disbursement for projects. If, by the end of the first quarter of 2025, ministries, central authorities, and local authorities do not complete the allocation, the Government will recover the unallocated central government budget capital to allocate to other projects in need of capital to accelerate completion, and at the same time direct inspection to clarify personal and collective responsibilities to handle in accordance with the CPV's regulations and Vietnamese laws.
- Increase disbursement of public investment capital, strive to obtain the disbursement rate of public investment capital in 2025 reaching at least 95% of the plan assigned by the Prime Minister, which leverages public investment to drive, activate, and attract all social resources; be determined to obtain at least 3000 km of expressways and over 1000 km of coastal roads by the end of 2025, substantially complete Long Thanh International Airport, port projects in Lach Huyen area, put Terminal T3 of Tan Son Nhat International Airport and Terminal T2 of Noi Bai International Airport into operation, commence the construction of Lien Chieu port, complete the investment procedures for Can Gio International Transshipment Port in Ho Chi Minh City.
- Drastically conduct ground clearance, promote schedule of key projects and structures, accelerate implementation of national target programs. Pay attention to promoting schedule, completely removing difficulties in the supply of building materials, accelerating investment preparation, investment decision, selection of contractors for national key projects and structures, construction investment projects in the local area. Administrative divisions where expressways pass through shall cooperate with investors and contractors to encourage and assist contractors to "come rain or shine ", construct through public holidays and weekly breaks, work in 3 shifts with 4 crews.
- Develop the disbursement plan for each project; request investors to monthly and quarterly report on disbursement of each project, follow the disbursement plan on a monthly and quarterly basis; assign leaders to be responsible for each project, strictly control the investment scale, schedule and efficiency; specify disbursement results as one of the assessment criteria task completion for review, commendation and strict and clear discipline in timely manner; review and promptly transfer capital from projects to which investment capital is slowly disbursed to projects with high disbursement capacity in need of accelerating schedule as prescribed, especially important and urgent projects, strategic infrastructure projects, and projects that connect regions and national networks.
- Strengthen financial and fiscal discipline in the disbursement of public investment capital; impose penalties on and strictly take actions against organizations and individuals that deliberately cause difficulties, obstruct or delay capital allocation, implementation, and disbursement of public investment capital in accordance with law; resolutely address negative and corrupt acts in public investment management; promptly replace individuals who have weak capacity, are afraid of mistakes and responsibility, pass the buck when performing official duties.
- Increase on-site inspection and supervision, urge of contractors and consultants to accelerate schedule. The acceleration of disbursement of public investment capital must be associated with assurance of quality of structures and projects, avoid negative effects, loss and wastefulness, and interest groups. Direct, inspect, urge the construction and acceleration of schedule of component projects of the Eastern North-South Expressway in the 2021-2025 period; important and dynamic projects such as Hanoi's Ring Road 4, Ho Chi Minh City's Ring Road 3, My Thuan - Can Tho Expressway, Bien Hoa - Vung Tau Expressway, Ben Luc - Long Thanh Expressway, regional ports... Research to immediate build a subway or railway line from Long Thanh International Airport to Tan Son Nhat International Airport, an elevated railway line from Van Cao to Lang Hoa Lac.
- Further improve the operational efficiency of the Prime Minister's Working groups, Government members' working delegations that working with administrative divisions and special working groups of administrative divisions in order to promptly direct, urge and remove difficulties and obstacles, and promote the disbursement of public investment capital.
- Improve the quality of investment preparation for projects for the 2026-2030 period, especially strategic infrastructure projects, projects of North-South high-speed railways, international connection railways, urban railways, international transshipment ports, etc. Ensure that the total number of central government budget-funded projects nationwide in the 2026-2030 period does not exceed 3000.
b) The Ministry of Finance shall take charge of and expeditiously finalize the plan on allocation of increase in central government budget revenues in 2024, and report to competent authorities in February 2025; finalize the plan on issuance of government bonds to mobilize additional resources for key projects in the first quarter of 2025.
4. Promote private investment and FDI attraction
a) The Ministry of Finance shall:
- Increase investment attraction and promotion; maintain replication of mechanism that the Working Group works with each strategic investor to attract large high-tech FDI projects.
- Effectively implement Decree No. 182/2024/ND-CP dated December 31, 2024 on the establishment, management and use of the Investment Support Fund in order to contribute to stabilizing the investment environment, encourage and attract strategic investors, multinational corporations and assist domestic enterprises in the emerging high technology sectors such as artificial intelligence, digital transformation, green transformation, circularity...
b) The Ministry of Industry and Trade shall take charge of and cooperate with relevant ministries and central authorities in accelerating amendment, adjustment and effectively implementing the Vietnam’s Eighth National Power Development Plan (PDP VIII) and plans for implementation; promptly remove difficulties and obstacles, ensure that large power source projects and important power grids are put into operation on schedule.
c) The State Bank of Vietnam shall:
- Drastically implement credit programs and policies under the direction of the Government and the Prime Minister and cooperate with ministries, central authorities, and local authorities in promptly removing obstacles during implementation.
- Facilitate the Vietnam Bank for Social Policies to implement preferential credit programs and policies; maintain enhancement of performance of the banking sector's tasks specified in national target programs.
d) The Ministry of Construction shall:
- Take charge of and cooperate with the State Bank of Vietnam and administrative divisions in maintain promotion the Scheme "Construction of at least 1 million social housing apartments for low-income people and industrial workers in the 2021-2030 period"; local housing development programs and plans; promote disbursement of preferential credit programs and policies on social housing development; strive to complete over 100 thousand social houses and eliminate all temporary houses and dilapidated houses nationwide by the end of 2025.
- Take charge of and cooperate with relevant ministries and central authorities in researching for establishment of a "national housing fund" to develop low-cost housing in large urban areas, social housing, and housing for young people aged under 35.
5. Effectively exploit domestic market, develop e-commerce and attract tourists
a) Ministries, central authorities, and local authorities shall study and advise on formulation of tax and credit mechanisms and policies to support increasing purchasing power, stimulating consumer demand and domestic tourism; synchronously implement solutions to exploit domestic consumer and tourism trends during public holidays.
b) The Ministry of Industry and Trade shall:
- Strengthen the supply-demand connection and promote trade in the domestic market; promote the distribution of goods via digital platforms in association with increasing supervision and handling of violations on e-commerce platforms; develop consumer models with experience such as digital shopping malls, trade - culture - tourism combinations, etc.
- Promote connections between domestic manufacturers and modern distribution channels to expand the consumption of domestic products across the country; assist enterprises to develop smart logistics systems with modern storages, artificial intelligence, and big data technology to optimize transportation and reduce distribution costs; study and apply the "Duty-free Port" model to make Vietnam a major logistics center.
- Assure energy security and avoid shortage and disruption to domestic gasoline market in all situations.
c) The Ministry of Culture, Sports and Tourism shall increase promotion and advertising of tourism; improve the quality of tourism products; organizing cultural and artistic and sports programs, creating highlights to attract tourists. Effectively implement the National Target Program on Cultural Development in the 2025-2035 period; develop and implement plans for development of cultural industry.
d) The Ministry of Foreign Affairs shall take charge of and cooperate with the Ministry of Public Security, ministries and central authorities in finding plans to unilaterally exempt from entry visas for citizens of certain countries in Europe, the Middle East, Latin America, etc.
dd) Ministries, central authorities, and local authorities shall closely monitor, synchronously implement plans and solutions to regulate production and stimulate demand for maximum and efficient exploitation of domestic consumer and tourism trends during public holidays.
6. Increase sustainable export
a) The Ministry of Industry and Trade shall:
- Take charge of and cooperate with the Ministry of Foreign Affairs, relevant ministries and central authorities in assisting enterprises to effectively utilize the commitments in the 17 signed FTAs; promote negotiations and advise on signing FTAs with Middle Eastern countries, Switzerland, Norway, Finland, India, Brazil, etc.; strengthen exploitation of new and potential markets, markets in the Middle East, Halal, Latin America and Africa.
- Provide information and assist enterprises in meeting new standards of export market; update and assess Vietnam's export to early grant warnings to enterprises about items that are likely to be investigated by foreign countries for taking anti-circumvention measures; assist enterprises in anti-dumping lawsuits.
- Inspect and control the origin of goods and proactively and actively exchange with partners on Vietnam's policies on management of the origin of goods.
b) Ministries, central authorities, and local authorities shall increase the management of cross-border e-commerce activities; promote service export, especially finance - banking, logistics development, expansion of aviation and maritime transportation; strengthen international integration in services and sign digital economy agreements.
c) The Ministry of Agriculture and Environment, the Ministry of Science and Technology and the State Bank of Vietnam shall cooperate in facilitate enterprises engaged in agriculture to access capital and apply high technologies to production and processing of agricultural products in order to improve productivity, product quality and value, facilitate market expansion and export promotion.
7. Strongly promote new growth drivers, breakthroughs in development of science and technology, innovation, digital transformation, and high-quality personnel
a) Ministries, central authorities, and local authorities shall:
- Proactively develop specific programs and plans in March 2025 and drastically, synchronously, timely and effectively implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in development of science and technology, innovation, digital transformation; Resolution No. 03/NQ-CP dated January 09, 2025 of the Government on the Action Program for the implementation of Resolution No. 57-NQ/TW; Resolution No. 193/2025/QH15 dated February 19, 2025 of the National Assembly on pilot implementation of certain special mechanisms and policies to create breakthroughs in development of science and technology, innovation, digital transformation.
- Increase extensive and comprehensive national digital transformation in all industries and sectors, create new economic growth drivers on the basis of science, technology, data, digital technology and innovation; develop a widespread digital economy and ensure cybersecurity and safety. Maintain effective implementation of Scheme 06; accelerate the sharing of data, especially data on population, justice, education, banking, taxation, insurance, enterprises, land and vehicles.
- Promote green transformation, develop circular economy, creative economy, sharing economy, emerging industries and sectors such as artificial intelligence, big data, cloud computing, new energy, biomedicine, cultural industry, entertainment industry, etc. increase new business models, especially prioritized industries: wholesale, retail, manufacturing and processing industry, tourism, logistics.
- Focus on implementing the National Assembly's Resolution on pilot implementation of new and breakthrough policies on investment, finance, bidding and testing under control; encourage and effectively use science and technology funds, venture capital funds, start-up funds, innovation funds; apply models of "public investment - private management", "private investment - public use", and "public leadership - private administration"; ensure the initiative and creativity of scientists.
- Focus on effectively implementing the promulgated planning and plans for implementation; develop economic corridors, industrial-urban-service belts associated with new centers such as Long Thanh International Airport, international financial center; proactively propose solutions to develop semiconductor and chip industries...
b) The Ministry of Science and Technology shall:
- Expeditiously study and formulate mechanisms and policies to encourage and attract good Vietnamese experts, overseas Vietnamese and foreigners with high qualifications to participate in scientific and technological development and innovation in Vietnam.
- Promote 5G commercialization; research 6G technology; develop telecommunications satellites and upgrade the national telecommunications axis infrastructure. To step up investment in and development of high-speed fixed broadband infrastructure.
- Research and propose mechanisms and policies to accelerate the establishment of digital technology enterprises.
c) The Ministry of Finance shall:
- Take charge of and cooperate with relevant ministries, central authorities, and local authorities in urgently implementing the Scheme on the International Financial Center in Ho Chi Minh City and the Regional Financial Center in Da Nang; finalize documents on Draft Resolution of the National Assembly on international and regional financial centers in Vietnam to the National Assembly at the meeting on May 2025.
- Research and formulate specific policies for development of economic zones with great potential such as Van Don and Van Phong, free trade zones, border economic zones and regions according to the Politburo's Resolutions; complete Resolutions and legal procedures in 2025.
- Urgently advise and report to the Prime Minister on specific mechanisms and policies to immediately implement the Human Resource Development Program for Semiconductor Industry by 2030, with orientations to 2050 and ensure resources for the implementation of the Program.
d) The Ministry of Science and Technology and the Ministry of Agriculture and Environment shall urgently review, advise, and report to the Prime Minister on promulgation of new strategies on research, application, and use of marine space, underground space, and outer space and effective implementation of approved ones.
dd) The Ministry of Foreign Affairs, ministries and central authorities shall maintain increase of economic diplomacy and technology diplomacy, especially in the sectors of semiconductors, digital transformation, innovation, start-ups, etc. investment attraction, trade promotion, development of science and technology and emerging industries.
e) The Ministry of Education and Training shall focus on synchronously and effectively implementing solutions and policies to encourage and promote high-quality human resources for prioritized and emerging industries and sectors; research and formulate policies to support investment, order and assign personnel training tasks to high-quality personnel training institutions.
g) The Ministry of Home Affairs shall maintain research and proposal of policies to attract talents to work in agencies and units and special policies for officials with excellent working achievements; at the same time, give mechanisms to remove qualified personnel from the apparatus; further concretize the policy of encouraging and protecting officials who are willing to take actions.
The Ministry of Education and Training shall take charge of, together with the Ministry of Finance, ministries, central authorities, and local authorities, urgently developing plans for implementation of the Politburo's conclusions on tuition exemption for public school students from the preschool education level to the end of the upper secondary education level nationwide from the 2025-2026 school year and implementation thereof; at the same time, research a scheme to build boarding schools for upper secondary school students in deep-lying, remote, border and island areas.
8. Ministries, central authorities, and local authorities shall, based on their functions, tasks and powers, proactively and flexibly implement uniform solutions for cultural development, successfully implement social security policies and sustainable poverty reduction; protect the environment, proactively manage natural disasters, respond to climate change, drastically implement commitments at COP26, stabilize politics, consolidate and strengthen national defense and security; successfully complete policy communication, maintain substantive and effective promotion of foreign affairs and international integration.
III. IMPLEMENTATION
1. Ministers, Directors of ministerial agencies, Directors of governmental agencies, Chairpersons of the People’s Committees of provinces and municipalities must take the initiative in thoroughly grasping and developing specific programs and plans to urgently organize the timely and effective implementation and direct agencies, organizations, and units under their management to strictly perform tasks specified in this Directive; take full responsibility before the Government and the Prime Minister for implementation results of ministries, central authorities and local authorities.
The Ministry of Finance shall take charge of and cooperate with ministries, central authorities and local authorities in monitoring, urging and concluding the performance of tasks and solutions specified in this Directive and report to the Government at the monthly regular meeting.
2. Ministries, central authorities, and local authorities shall regularly take the initiative, closely cooperate and monitor developments on world and in Vietnam, analyze, forecast and develop response scenarios and plans within their jurisdiction; for cases beyond their jurisdiction, propose solutions to the Government and the Prime Minister for prompt settlement.
3. Ministries, central authorities, and local authorities shall promote the power of unity, the spirit of innovation, relentless creativity, willing to take action, self-reliance, and aspiration for progress; together, transform all difficulties and challenges into opportunities for breakthrough, demonstrate strong determination, make great efforts and take drastic actions to successfully complete objectives set out in the Resolutions and Conclusions of the Central Committee of the Communist Party of Vietnam, the National Assembly, Resolution No. 01/NQ-CP, Resolution No. 25/NQ-CP of the Government, the direction of the Government and the Prime Minister on economic growth in 2025.
4. The Ministry of Home Affairs shall research and propose to the Central Emulation and Commendation Council to launch emulation movements on promoting the spirit of unity, effort, creativity to successfully complete objectives and tasks of socio-economic development with growth rate reaching at least 8% in 2025 and 2-digit growth rate in the following years.
5. Deputy Prime Ministers shall, based on their assigned sectors, directly direct ministries, central authorities, and local authorities to focus on effectively performing tasks and solutions specified in this Directive; promptly resolving arising issues within their jurisdiction.
6. The Ministry of Culture, Sports and Tourism shall take charge of and cooperate with the Central Propaganda and Mass Mobilization Committee, news agencies, press agencies, ministries, central authorities, and local authorities in organizing dissemination and propagation of this Directive./.
